Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote are being requested and a written solicitation WILL NOT be issued. This solicitation is a Request for Quote (RFQ) and the Reference # is F1DT883151A001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The North American Industry Classification Systems (NAICS) for this acquisition is 334516 with size standard of 500 employees. The proposed contract is 100 percent set-aside for small business. All items are BRAND NAME OR EQUAL. If quoting on an "OR EQUAL" item, offerors must submit descriptive literature with quote. Delivery of all items is FOB destination. Salient Characteristics: Size requirements (based on current light kits): Compartment A: Sensor must fit in a 4 ¾" x 4 ¼" x 5 ¾" cavity Compartment B: IR Light must fit in a 3 ½" x 2 ¼" x 7 ¾" cavity Power requirements: Must be able to be powered by an 18 volt lithium ion battery (Make: Mikita / Model #: BL1830). Lights must be high efficiency LED. Wavelength requirements: Produce a light with a wavelength of 800nm ‐ 900nm (peak at 860nm) that is tested and certified with a variance rate identified by the manufacturer or an independent testing body. It must provide a homogenous beam. Sensor requirements: Sensor must pass light from full spectrum between UV and IR inclusively (wavelengths 350nm - 900nm). The sensor must pass the image to software that can be loaded onto a Windows based tablet device. The software must capture the image at a minimum resolution of 2MP, 5 MP is preferred. The sensor must have filters that can screen out UV and IR (i.e. pass only visible), screen out UV and visible (pass only IR) and screen out visible and IR (pass only UV). The software and sensor must be useable as a live view screening tool, i.e. allow a user to sweep an area to identify various stains and trace evidence of an evidentiary value. WAWF instruction shall be provided at time of award FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition and the following evaluation is applicable: Tailor as applicable "Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Offeror's submissions will be evaluated based upon price, and ability to fulfill the requirement. Please ensure that any submission made in response to this solicitation contains adequate information to allow for government evaluation in accordance with the above criteria. The item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation, clearly identify the item by brand name and make or model number. Include descriptive literature such as illustrations and drawings. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
