- Roving_Administrative_Officer_SOW Contract template Contract benefits Admin_Rover_application Peace Corps (PC) seeks candidates highly experienced in administrative, financial, and budget management with the ability to travel on extended assignment to support posts in the Inter-America and Pacific Region. The Roving Administrative Officer will oversee budget and financial management, procurement and acquisition, human resources and personnel management in an overseas post, including leading major processes and conduct trainings to administrative and non-administrative staff in areas of budget development and execution, time management, customer service, and other pertinent subjects, as appropriate. In addition, he or she will also serve as a leader in order to contribute the vision and management of the post as well as ensure that resources are managed effectively and efficiently. The Roving Administrative Officer will also support posts and Headquarters through administrative and financial review and analysis and training. See attached Statement of Work for complete description of responsibilities. Evaluation Factors. Only quotes which meet the mandatory technical evaluation criteria will be considered. Technical Criteria Required Qualifications: Work schedule and travel flexibility. This position will spend the majority of time (approximately 100%) on assignment traveling to support post's administrative and management needs, and therefore requires extreme flexibility and adaptability, This position also requires Spanish fluency. Five years minimum requirement in administrative, financial, and budget management including management and oversight of imprest fund, property and inventory, payroll and leading periodic budget review processes. Familiarity with the federal budgeting process and understanding of federal budget regulations. Experience overseeing procurement and acquisition, including serving as a warranted contracting officer. Demonstrated ability to perform review and analysis of financial, administrative, and personnel systems, decisions, and/or processes. Proven leadership in human resources and personnel management including providing guidance and decision-making on how to best comply with policy as well as local labor law and practices. Experience leading personnel actions and processes. Proven experience in ensuring that administrative and management controls are in place and ability to respond to audits, evaluations, and other requests from Headquarters offices. Experience leading and developing training on relevant topics for staff at post or an overseas office. Experience leading a multicultural team in an overseas environment, including supervising staff and leading in order to execute the vision and management of a post or overseas office. Excellent oral and written communication. Security background clearance. A background top secret security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation. If you do not think that you will be able to qualify for a top secret clearance, you may want to reconsider your application. Physically fit and able to receive worldwide medical clearance. The contract award will be subject to the contractor passing a physical examination. Any moving costs will not be covered by Peace Corps. US Citizen Contractors must be registered in System Award Management (SAM) before being awarded a Federal Government contract. Registration can be accomplished at www.sam.gov Desired qualifications: Experience serving as Administrative Officer in an overseas environment. It is preferred for the candidate to have worked at Peace Corps or another international volunteer organization. Familiarity with Peace Corps policies and procedures.
