- Naval Air Warfare Center Training Systems Division (NAWCTSD) Broad Agency Announcement (BAA) The Research and Engineering Competency of the Naval Air Warfare Center Training Systems Division (NAWCTSD) issues this Broad Agency Announcement (BAA) under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulation (FAR) which provides for the competitive selection of research proposals. Contract(s) based on responses to this BAA are in full compliance with the provisions of The Competition in Contracting Act of 1984 (PL 98-369) as codified in 10 USC 2304. NAWCTSD contracts with educational institutions, nonprofit organizations, and private industry for research and development (R&D) in those areas covered in Section 2.0 of this BAA. This BAA is intended to cover, in general, all R&D areas of interest to NAWCTSD and its customers relating to simulation and training technology.
