- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC, 27709 intends to negotiate on a sole source basis with Nexcelom Bioscience, LLC, Lawrence, MA 01843 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each - Cellometer Auto 2000 Cell Viability Counter system with dual fluorescence with a pack of 75 slides, CHT4-SD100-314 Disposable plastic cell counting chambers (1 case), and shipping and handling. The following capabilities are required for this system: 1. Capable of both Brightfield and dual fluorescence cellular imaging; 2. Capable of counting of primary cells and tissue digests.; 3. Capable of performing PI or Trypan blue viability assays; 4. Capable of measuring cell size range: 5 to 250 uM; 5. Has a dynamic, and large cell concentration range: 2.5x105 to 1x107 /ml ;6. Utilizes disposable counting chambers that eliminate cross contamination between samples, washing and cleaning between each sample, 7. Utilizes disposable counting chambers that eliminate maintenance related to flow-based issues.;8. Capable of live cell imaging to monitor cell morphology ;9. Utilizes visual indication of counted cells for manual adjustment ;10. Uses software capable of estimation of cell size and cell size distribution ;11. Identifies and measures cells in preparation containing debris ;12. Utilizes a touch screen user-interface.;13. Uses an electronic focus for more precise cell measurement ;14. Automatically save cell counting data and cell images ;15. Uses a minimal cost per/sample consumable cost <$0.75 per cell count.;16. Utilizes a minimal sample volume of only 20 uL sample volume; and 17. Rapidly performs sample reads in <30-40 seconds. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Nexcelom Bioscience, LLC. The NAICS Code/Size is 334516/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
