- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-69. This solicitation is set-side for small businesses. One firm-fixed-price contract will be awarded. No telephone requests will be accepted. Only written requests received directly from the offeror are acceptable. The associated North American Industry Classification System (NAICS) code is 336412, with a small business size standard of 1,000 Employees. IF OFFEROR IS A GSA SCHEDULE HOLDER, ALL INFORMATION REQUESTED IN THIS NOTICE MUST BE PROVIDED, NOT JUST THE OFFERORS SCHEDULE NUMBER. DESCRIPTION OF REQUIREMENT: Overhaul Covington engine model R985-14b, S/N 19709, in accordance with manufacturers specifications. Comply with all airworthiness directives and service bulletins associated with this engine. Engine should comply with C.A.P. specs (see below) set forth for all PWR985 engines overhauled for the state of Alaska, Division of Fish and Game. Overhauled engine must be test run, with test run data supplied with engine. Engine only needs to come with magneto's. Core mag's will be with the core engine. Estimated shipping and handling offered FOB, 4405 Lear Court, Anchorage Alaska 99502. SHIPPING CHARGES: Reasonable, actual charges will be paid when invoiced and back up documents are provided. Lead time should be no more than 120 days. MANDATORY CONDITIONS REQUIRED ON ALL PWR-985 ENGINES OVERHAULED FOR STATE OF ALASKA, DIVISION OF FISH AND GAME. I. POWER CASES - Old studs removed, cases machjned to full contact and new studs installed. 2. CYLINDERS - All new guides installed. Metalized barrels, flange bases lapped to full contact. 3. MASTER ROD ASSEMBLY - Rods shot peened to relieve stresses, all new bushings and bearings installed. 4. BLOWER AND REAR CASES ASSEMBLY - New bushings installed. 5. New thrust bearings installed. 6. Stainless steel push rod housings and chrome flange nuts installed. 7. Install steel intake pipes. 8. Compliance with PW service #1730 heavy duty piston pins part #354954. 9. Install seaplane type weatherproof ignition, 7 MM. 10. Crankshaft must have oil control for a Hartzell three-bladed propeller - AN-1 OR 14B with plug. 11. Sump baffle 12. Generator drive - 100 amp. 13. Primer fitting 90 in 10 o'clock position. To be awarded a contract, the successful bidder must have experience in performing aircraft engine overhauls and be a certified FAA Repair Station, have a valid Tax Identification Number, DUNS Number (through DUN and BRADSTREET), and be Registered with the System for Award Management(SAM) for Electronic Funds Transfer. The successful bidder must also be willing to submit invoices online electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP). The IPP website address is: https://www.ipp.gov. The solicitation incorporates provisions and clauses 52.204-7,52.204-13, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.225-7, 52.225-25, 52.233-4, 1452.215-71, (Department of the Interior Acquisition Policy Release) DIAPR 2011-04, and DIAPR 2012-11. Offers shall include the solicitation number, a pricing schedule*, the proposed total price, any prompt payment discount terms, company name, the company point of contact, address, phone number, fax number, e-mail address, DUNS number, business size status. (Interested offerors are not required to submit form SF-1449 included in the attachments provided through the link below.) *PRICING SCHEDULE: During the engine overhaul, additional discrepancies may be identified that are not included in the overhaul specification and price. A price break down is needed for Government consideration and approval of possible repairs of additional discrepancies. Any additional repairs must be identified in writing by the contractor and approved in advance by the Contracting Officer. *PRICING SCHEDULE SHALL INCLUDE: 1. Engine overhaul cost: $_____________ 2. Crating and shipping to Anchorage $_____________ 3. Standard hourly shop rate: $______ per hour 4. Discount off list price for parts: ____% The Government will evaluate all acceptable offers. Evaluation factors are technical acceptability of offer, past performance and organizational experience, and price. One firm-fixed-price contract will be awarded. DELIVERY: 1.
