Sole Source Justification Synopsis Requisition No.: RSLF-13-00165 Title: Transportation Security Lab (TSL) BAM Friction Apparatus NAICS CODE: 541990 - All Other Professional, Scientific, and Technical Services Agency Contact: Kimberly O'Neill Kimberly.oneill@hq.dhs.gov Phone: (631) 323-3346 Place of Performance: TSL, William J. Hughes Technical Center, Building 315, Atlantic City, New Jersey 08405 The Department of Homeland Security, Science & Technology, Transportation Security Laboratory (TSL), Explosive Effects Laboratory (EEL) use comprehensive and optimized safety characterization, through applied research to characterize improvised explosive devices and their effects on structures. The EEL uses testing, analysis, and theoretical modeling to study, describe, and predict the performance (including safe handling aspects) of energetic materials. A BAM friction apparatus is needed in order for DHS S&T EEL to effectively characterize friction sensitivity aspects of energetic materials being considered for further testing by S&T-TSL. Description: DHS intends to award a firm fixed price purchase order to Utec Corporation, 2420 SPRINGER DR STE 110, Norman, OK, for these supplies that will run 120 days from date of award. The objective of this requirement is to procure a BAM Test (Friction) Apparatus (including the required 9 weights for producing friction loads from 5 to 360 N), 400 porcelain pins, 100 porcelain plates, and one day of training on the apparatus at the UTEC Laboratory. This action is being processed in accordance with FAR 6.302-1, only one responsible source. This notice is neither a request for competitive proposals, nor a solicitation of offers. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities by Wednesday, August 28, 2013 at 11:00 p.m., Eastern Standard Time via e-mail to kimberly.oneill@hq.dhs.gov.
