- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation AG-8447-S-13-0008 is being issued as a Request for Quotation (RFQ). This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69, effective August 1, 2013. The FAC is available at https://www.acquisition.gov/FAR. All responsible sources may submit an offer which shall be considered. The USDA Aerial Photography Field Office (APFO) is soliciting offers for a Commercial-off-the Shelf (COTS) inventory and stock management solution. The response to these offers shall be a firm fixed price commercial items contract. This is a best value source selection using the following criteria: For evaluation purposes the technical solution is more important than price. Pricing shall include software, any required hardware, on-site training, and 12 months of maintenance. The solution shall meet the following technical specifications and requirements.. At a minimum, the COTS solution shall meet the following requirements: General: • The proposed solution is required to meet APFO's operational needs • The proposed solution shall support no less than 25 users • Support a minimum of 65,000 static assets (cans of roll film) and their location within the facility • Consumable stock management to include notification of minimum stock levels and reorder • Equipment and furniture management • Vendor Provided Project Management • Shall include a minuimum of 100,000 pre-manufactured barcodes with the option of purchasing additional barcodes in the future. • The proposed solution should be shipped F.O.B. Destination Inside Delivery to the APFO in Salt Lake City, Utah. Software: • Integrate seamlessly with APFO's existing infrastructure • Support integration with Oracle Database thru ODBC or other industry standard interfaces • Can be installed and be fully functional on a Virtual Server • Supports client based (desktop) or agency intranet access • Support mobile device accessibility • Software Updates to application are managed thru the use of "pull' Technology; external access from vendor systems or pushing updates will NOT be permitted • Shall be configurable to support specific roles and permissions • Configurable to support industry standard barcodes • Upgradeable to RFID • Ability to extract reports thru industry standard applications Hardware: • Scanners provided shall support both barcode and RFID • The proposed solution shall include a minimum of 8 barcode scanners FEDERAL ACQUISITION REGULATION CLAUSES The following Federal Acquisition Regulation (FAR) clauses pertain to this project. Vendor questions and answers will be posted on FEDBIZOPS as supplements to this solicitation. It is highly recommended that vendors register to receive notifications to this synopsis/solicitation. (2) The company which is awarded this contract must have a current System for Award Management (SAM) (www.SAM.gov) record. SAM registration is free and may be completed online at: http://www.federalcontractorregistry.com (3) Quotes may be submitted electronically as an email attachment, by fax, or by USPS. Quotes should be prepared on company letterhead, cite company's Tax ID number and DUNS, and a certification of company size and concern type (FAR 52.212-3). Quote shall contain the proposed configuration with manufacturer part numbers and total price for the complete solution.
