- Justification and Approval (J&A) INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the DNA Sequencing & Genomics Core, (NHLBI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to NuGen Technologies, Inc., 201Industrial Road, Suite 310,San Carlos, CA94070 to procure NuGen Technologies Kits. Procurement: The vendor will provide the Government the following products: * Mondrian SP Universal Cartridge (4-Pack) quantity of 4 Catalog# 8010-32 *OvationSP Ultralow DR Multiplex System 1-8 quantity of 12 kits Catalog# 8133-32 Containing 8 unique barcoded adaptors for multiplex sequencing per kit Agencourt RNAClean XP beads Sample Concentration Solution * Contractor shall provide a letter from the manufacturer stating they are in authorized reseller Background: The mission of the DIR DNA Sequencing and Genomics Core is to provide the NHLBI DIR investigators with cutting-edge sequencing technology to meet the increasing demands in genomic and epigenetic research. The core facility is uses on NuGen technology. These instruments are responsible for high-throughput data acquisition. Before Sequencing can begin a high quality DNA Library must be constructed. NuGen Technologies provides the Mondrian, a high instrument to accomplish this task. The Ovation SP Ultralow DR Multiplex System and Cartridge is the reagent system designed for use with the Mondrian. These reagents provide automated production of multiplexed libraries starting with as little as 1ng of DNA. This acquisition is paramount to the cores ability to provide this service to the Institute, the DIR Sequencing and Genomics Core provides NextGen sequencing services to more than 20 DIR laboratories. Without the reagents to perform Library Construction, DNA sequencing is not possible. Purpose and Objective: The DNA Sequencing &Genomics Core's purpose is to meet the increasing demands of NHLBI investigators for next-generation sequencing. The main goal of the DNA Sequencing & Genomics Core is to foster large-scale genomics research for the Director of Intramural Research (DIR) by providing access to cutting-edge sequencing instrumentation and genome technology. As an integral part of the research community at NHLBI, the DNA Sequencing & Genomics Core provides standard and advanced services for experimental consultation, data acquisition and computational analysis Anticipated Delivery: Estimated delivery time is 90 days from receipt of award to the Government designated facility. Government Responsibilities: NHLBI, DNA Sequencing and Genomics Core will ensure receiving of the kits, along with storage at 4C under proper conditions. Will ensure the kits are used within the proper timeline before the expiration date. Inspection and Acceptance Requirements: Inspection and acceptance of reagents will be performed at the NIH/NHLBI DNA Sequencing and Genomics Core, located in the CRC, building 10, Room 8N115, Bethesda, MD 20892. Any questions or concerns will be addressed with the medical director of the pulmonary function lab and with the vendor. If there is significant damage to the packaging, representing deep penetration or water damage, or if there is evidence of tampering with the contents, then the shipment should be rejected. The medical director or his/her designee will communicate this decision to the sales representative of the vendor Justification: Refer to attached Justification and Approval Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 325199, All Other Basic Organic Chemical Manufacturing Services and the Small Business Size Standard is 1000 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1st 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 27, 2013, 9:00 am eastern standard time and must reference synopsis number HHS-NIH- NHLBI-CSB-(HL)-2013-223-DDC, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.
