- WD 1995-0812 Rev. 30 dated 06/19/2013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-69. Reference Number HSFLAR-13-Q-00057 issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. This requirement is unrestricted. The associated North American Industry Classification System (NAICS) code is 721214. The size standard is $7.0 million average annual receipts. This requirement is for facilities, meals, and lodging to accommodate the Backcountry Tactics and Tracking Training Program (BTTTP) classes. The facility must have housing for 24 students and 8 staff members, capable of housing teams up to six per area and a separate area for Instructional Staff. The meals should consist of a balanced diet, morning, noon, and evening and capable of meeting special dietary requirements if necessary. A sack lunch matching the identified dietary requirements must be provided during the lunch hour for the "long track". The facility must have a meeting area suitable for projecting Power Point presentations, desks or tables capable of accommodating six teams not to exceed 24 students per class. It is preferable that other guests are not at the facility while Federal Law Enforcement Training Centers (FLETC) students are on the location. Training weapons are carried by the students into the dining area for lunch and are carried routinely during the class. The outside facility area must have large areas of remote and varied terrain for operations in the field. Operations extend out for five to ten miles and training vehicles must have access throughout the identified routes. A sand pit or clear area measuring 20 feet X 40 feet is needed for an initial training area; this area may be a volleyball court or smooth dirt area (since training is done in all types of weather, a sand area is preferred). Portable ice water must be available on a continual basis. The training venue must be within a two hour driving distance from the FLETC located in Artesia, NM. Meals and Lodging are required for approximately four training class sessions which operate Monday thru Friday. The training dates are "to be determined" for the period of October 1, 2013 through September 30, 2014. Quantity is 3 each. The government intends to award a firm fixed purchase order.
