Description
Draft SOW NAVSUP Fleet Logistic Center San Diego (NAVSUP FLCSD) is seeking sources (small or large businesses) that have the capability to develop and perform updates on a Character and Integrity Development Workshop (C&IDW) program. Scope will include updating two program briefs; updating current facilitator's guide; developing facilitator's guides for approximately 35-65 case studies; updating approximately 35 case studies; developing up to 30 additional case studies; developing a command deployment planning tool; and updating the critique process and form. The source will also provide quality assurance by means of instruction and mentoring/coaching to the C&IDW training teams (total of 18 members) and by accompanying training teams to 10-12 training sites throughout CONUS and Japan. Commander, Naval Air Forces (CNAF) is responsible for leading the development of Naval Aviation force-wide personnel training requirements in support of COMPACFLT and COMUSFLTFORCOM. CNAF identified a lack of formal C&I training and to address this deficiency, developed and deployed a C&I Development Workshop. The above described update, training and additional development is needed to sustain and support the program into the future. This procurement is anticipated to be firm-fixed price (FFP) and NAVSUP FLCSD anticipates issuing a solicitation for a one-year base period and two one-year option periods for a total period of performance of three years, if both option periods are exercised. The North American Industry Classification (NAICS) code is 611430 Professional & Management Development Training. The draft Statement of Work (SOW) is attached. The purpose of this Sources Sought Notice is to receive industry feedback on the Statement of Work, obtain pricing information to perform this one-year service, and to determine if sources exist to issue a Small Business set aside solicitation when the time comes. Interested vendors are to respond to this Sources Sought Notice by demonstrating their Technical Capability Statement (not-to-exceed 5 pages, exclusive of a cover page). Technical Capability Statements shall summarize relevant experience, knowledge, and capabilities consistent with the effort described in the draft SOW. Respondents shall provide information related to contracts where the respondent was involved at a complete level of effort. The Technical Capability Statement should illustrate qualifications and experience in working with specific relevant work, by providing sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature of the work performed. Technical Capability Statements will be evaluated on previous and/or current experience. Respondents shall also provide their cage code, name and address of their company, telephone number and an email of a point of contact within the company. Interested vendors shall respond by September 23rd, 2013 1200 (PST) to Jose Neto, Contract Specialist (jose.neto@navy.mil). Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. This is NOT a request for proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation as no solicitation package exists at this time. The request is for informal purposes only. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only.
