Description

PRE-SOLICITATION NOTICE - 695-13-112, B-111 ADMINISTRATIVE CONSOLIDATION 10AS SIM LAB (CONSTRUCTION), at the Clement J. Zablocki VAMC, Milwaukee, Wisconsin. Project Summary: Provide all labor, materials, tools, equipment, and supervision necessary to renovate existing wing 10AS of Building 111 for administrative office consolidation and for a new hospital simulation lab. Construction will include the complete demolition, removal and replacement of all asbestos insulated piping/ductwork/flooring/ceiling, duct insulation, floor tile, etc., architectural, mechanical, equipment, furnishings, and electrical work. This project will consist of 3 major elements. The first element is the asbestos abatement of the existing wing. Asbestos abatement must be complete in all areas before demolition is begun. The second element is the administration consolidation of several offices spread throughout the hospital into renovated space in 10AS. This is a light renovation modifying existing patient rooms into office space. The final element is more extensive and calls for the renovation of existing ward space into a new simulations center for the hospital. This is the largest element of the project. All work in accordance with contract specifications and drawings for the Milwaukee VAMC, to be provided at the official posting of the solicitation. This project is expected to have a 1 year period of performance after receipt of the Notice to Proceed. All detailed requirements for this project will be shown on the drawings and specifications to be provided at the official posting of the solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is anticipated to be 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. The SDVOSB must be CVE certified at website: http://www.vip.vetbiz.gov and registered in the following websites: System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/, registering or updating in CCR and ORCA portions of SAM prior to bidding on this project. The solicitation will be issued on/about September 15, 2013 with the bid opening on/about October 15, 2013. Dissemination of the solicitation will be limited to electronic medium only. All interested Bidders (prime & subcontractors) should register at www.fedbizopps.gov to assist prime and subcontractor communications, and for automatic receipt of updates. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. The project magnitude range is between $1,000,000 and $2,000,000. The North American Industry Classification Code (NAICS) anticipated for this procurement is 236220 (General Buildings and Construction); small business size standard of $33.5 million applies. The contractor for this project will be required to provide a minimum of 15% of his/her own work force (or that of another SDVOSB subcontractor or partner) to complete this project. Davis Bacon Act wages will be required to be paid on this project.
