- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain ecosystem services for its Portage Park Section 125 Ecosystem Restoration project in Portage, Indiana. PROJECT INFORMATION : UNDER THE CONTRACT SET, the contractor will be responsible for environmental restoration of 167 acres in Portage, Indiana. Habitats include Remnant Oak Savanna, Wet Mesic Oak Woodland, Mesic Oak Woodland, Oak Savanna, Wet Mesic Prairie, Mesic Prairie, High Dune, Dune and Wet Woodland. Techniques utilized will be girdling in place, under-story clearing, planting, controlled burns and invasive plant eradication. Dune rebuilding will occur for 9.5 acres through on-site cut and fill with the excess material being placed for a separate dune restoration. Additional wet woodland acreage (40 to 50) will be terraced upland from the river. ACQUISTION INFORMATION : Competition for this acquisition is RESTRICTED to SMALL BUSINESS CONCERNS. The applicable Size Standard is North American Industry Classification System (NAICS) Code 115112, with a Small Business size standard in dollars of $7.0 million. In order for contractors to be awarded contracts with this agency, the contractor must be registered in the System for Award Management (SAM); registration can be completed free of charge by accessing https://www.sam.gov. The Government intends to award a firm-fixed price services contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED. BID SET: The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, and/or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from this Internet Site, https://www.fbo.gov. The IFB will be available at this Internet site (www.fbo.gov) on 1 December 2013. Bids will be due by 2:00pm CDT on 7 January 2014. Please be advised that in the case of a discrepancy between the dates/times published in this notice and those called out in the IFB document, the dates/times in the IFB document overrides those published hereunder this notice; this is relative to the IFB issuance date and the due date & time for Bids.
