RFQ with official letterhead performance workstatment The following is a combined synopsis and solicitation in accordance with FAR 13.105(b) 1. You are invited to submit your best quotation for VTC Equipment at Camp Darby, Italy as per attached Performance Work Statement (PWS) entitled "PERFORMANCE WORK STATEMENT - VTC Equipment" dated 23 Aug 2013. The items are listed below and are all brand name or equal. Total 2. Quotations are due in this office by 1200 hrs on 10 Sep 2013. Quotations may be hand delivered (no receipt released), e-mailed or faxed. It is important that you cite the RFQ number in your correspondence. Any offer must be exclusive of taxes. Our payment term is net 30 days from the acceptance of the service rendered and or submission of related invoice. The government will award one contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is best value as determined by 1.Technical acceptability, 2. Price. This source selection is conducted in accordance with the Federal Acquisition Regulation (FAR) 12 and 15.3, as supplemented by the Defense FAR Supplement (DFARS) 215.3, the Air Force FAR Supplement (AFFARS) 5315. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil. The Government may award without discussions, reserving the right to hold discussions if deemed necessary by the Contracting Officer (CO). The Evaluation Factors are: i. Technical ii. Price Factor 1- Technical. The technical criteria below will be used to evaluate proposals for accuracy and completeness. The rating applied to Technical Capability will be Acceptable or Unacceptable. 1. Provide technical process. This will be an accurate summary of the work which will be completed by prospective offerors. This summary will be a breakdown of the work to be completed by the successful offeror. 2. Per the Performance Work Statement, the work must be completed by a certified electrician. Offerors are required to submit electrician certifications with their quote. 3. Each offer must indicate how long it will take to complete the work based on their technical solution as indicated in "Factor 1, #1." Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation. A proposal must not have deficiencies to receive an acceptable rating. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. The proposal has one or more deficiencies. Factor 2- Price. The price evaluation will document the reasonableness and completeness of the total evaluated price. Unrealistically high, low, or unbalanced prices may serve as a basis for rejection of the proposal. Award Process: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation process is as follows: i. Technical Evaluation. The Government will evaluate offer for technical acceptability in accordance with the Technical Evaluation Factors. ii. Price Evaluation. Then The Government will the evaluate the higest rated proposal for price realism and reasonableness. A price fair and reasonable determination will be made on the apparent successful offer prior to award Attachment 1: Performance Work Statement(PWS) Dated: 23 Aug 2013 This solicitation will be using FAR 13.5 Test Program for Certain Commercial Items Federal Acquisition Regulation Provision: (vii) FAR 52.212-1, Instructions to Offerors--Commercial Items (Jul 2013), applies to this acquisition. Addendum 52.212-1(c). Period of Acceptance of Offerors. The paragraph is tailored as follows: " The offeror agrees to hold the prices in its offer for 60 calander days from the date specified for receipt of offers". (viii) FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), applies to this acquisition. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Far Part 13 will be used. ADDENDUM TO FAR - EVALUATIONS - COMMERCIAL ITEMS (JAN 1999) (a) General Information: All proposals received will be subject to an evaluation by a team that includes Government personnel experienced in the technical part of the offer. The Government intends to evaluate offers and award without discussions. The offerors initial offer should contain the offers best terms from a technical part; price standpoint, however the Government reserves the right to conduct discussions if it's in the best interest. (b) Basis for Award. The award will be made to the vendor whose quotation represents the best value to the government. As allowed by FAR 13.106-2(b)(1), the Lowest Price Technically Acceptable (LPTA) selection process shall be applied. Award will be made to the vendor who is deemed responsible and responsive that reflects a complete understanding of the requirement and represents the best value to the Government based on selection of the technically acceptable quotation with the lowest evaluated price. The best value is represented by the lowest priced technically acceptable quotation. To be eligible for award, a quotation must meet all technical requirements, conform to all required terms and conditions, and provide all information required. The technical area will be evaluated on an "acceptable" or "unacceptable" basis. Only those quotations determined to be technically acceptable will be evaluated on price. If the quotation received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award. Award will be made to the responsible offeror whose proposal offers the best value to the Government. (c) Proposal Uniformity: Uniformity of the proposal submitted is essential to ensure fair and accurate evaluation. For this reason, proposals which do not conform to all the terms and conditions of this solicitation shall be considered unacceptable. (End of provision) (ix) Offerors must submit, along with their offer, a copy of the completed representations and certifications as prescribed in FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 2013).
