Description
This procurement will be set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Incumbent contract information will be provided with solicitation posting. The U.S. Army Corps of Engineers, Pittsburgh District, has a need for Professional and Management Development Training to conduct the District's Leadership Development Program. The period of performance will be one year from the date of award, or 1 November 2013 whichever is earlier, through 30 September 2014, with two one-year option periods. Contractors must be registered in the System for Award Management (SAM) before receiving a contract award (go to www.sam.gov to register). Registering in SAM is FREE by going to https://www.sam.gov/portal/public/SAM/. DO NOT PAY A COMPANY TO REGISTER YOUR FIRM IN SAM. USE ONLY THE REFERENCED WEBSITE. The proposed NAICS for the proposed acquisition is 611430 - Professional and Management Development Training. Small Business Size Standard for this acquisition is $10 Million. Scope of the Proposed Acquisition: The Leadership Development Program (LDP) has an objective to develop quote mark leaders at all levels quote mark that accomplish the mission, meet challenges, and create a learning organization that enables us to continuously adapt and adjust the USACE strategic direction to sustain and improve our relevance to the Army and the nation. The Leadership Development Program uses various modern teaching techniques and styles to achieve Program goals. The Program is developed specifically for the District/customer to achieve program goals found in applicable USACE regulation(s). An example of such techniques and styles are (but not limited to) interactive group exercises, modern and proven facilitating techniques, lecture, open discussion etc. Curriculum elements to be developed by the successful offeror include (but are not limited to) training modules on leadership and team building, interpersonal skills, conflict management, effective communication; public speaking; individual/personality/leadership assessment tools such as Strengths Finder, 360 Assessments, Myers Briggs, DISC; monthly after action reviews; reading and discussion of select leadership books, etc. The Program also includes a class team project (TBD) which incorporates the principles of project management. The program is conducted monthly (2 days per month) for one class of students for 10 consecutive months on-site at a District- designated location within the Pittsburgh District footprint. The schedule and location for calculation of travel charges will be contained in the solicitation and will be based on the limitations found in the Joint Travel Regulation. The solicitation will be issued ON OR ABOUT 31 AUGUST 2013 online through The Army Single Face to Industry interface and the Federal Business Opportunities website (www.fbo.gov), therefore, requests for hardcopies of the solicitation will not be honored.
