Description
JACKET, SOFT SHELL COLD WEATHER, GEN III, 30 Sizes total 8415-01-538-6808(s) 15 Sizes 8415-01-580-3650(s) 15 Sizes Spec: GL/PD-06-05A, 12 JULY 2011 Pattern Date: 07 May 2010 Min/Max: 12,000 each / 48,000 each AEQ: 38,400 each - BASE YEAR TERM Min/Max: 12,000 each / 48,000 each AEQ: 38,400 each - OPTION YR TERM(S) DESTINATION: New Cumberland, PA and/or Pendergrass, GA The proposed acquisition covers a requirement for the manufacture and delivery of the Jacket, Soft Shell Cold Weather, GEN III. The solicitation will be issued as a Competitive 8(a) SET ASIDE. However, this solicitiation will be issued with two lots (Lot 1 & Lot 2) resulting in one award. Lot 1 - 100% 8(a)BD Program Business Set-aside Lot 2 - Small Business Set-aside Lot 2 will be evaluated and awarded only if Lot 1 is dissolved due to no acceptable offers being received from 8(a) program business concerns. The proposed award will be issued as an Indefinite Delivery, Indefinite Quantity, Firm Fixed-Price type contract with a base year term and two (2) option year terms. This acquisition will utilize Best Value Source Selection Procedures. Technical proposals submitted maybe required to include Product Demonstration Models (PDMs) and Past Performance. In the event that PDM's are not required First Article will take place or the combination of both. First Article Testing sample size shall be 50 units, comprised of 10 of each size, extra small/regular; small/regular; medium/regular; large/regular and extra large/regular, all 50 units will be inspected for: VISUAL EXAMINATION LEVEL 2: AQL SHALL BE 2.5 EIGHT UNITS SHALL BE INSPECTED FOR DIMENSIONAL CONFORMANCE: LEVEL S-3: AQL SHALL BE 2.5 ANY DIMENSION NOT WITHIN THE SPECIFIED TOLERANCES SHALL BE CAUSE FOR REJECTION OF THE FIRST ARTICLE. The anticipated issuance date of the solicitation will be September 6, 2013. The Production Lead Time is 120 days or sooner. Deliveries are FOB Destination to New Cumberland, PA. All responsible sources may submit offers which DLA Troop Support shall consider. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System Home page, click the vendor registration link to begin the registration process. 2. In order to register for access to secure portion of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 2. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A user ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. *If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS Super User, or they can designate themselves or another person to act as the Super User for the CAGE. *The Super User acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users and the control the login status of each user for their CAGEs through My Account (Account Maintenance). • Currently the CCR has been migrated into SAM. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/Fed Reg, ORCA, and EPLS. Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. You can access SAM via https://www.sam.gov/. FORMER CCR REGISTRANTS If you had an active record in CCR, you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires updates to your Entity record(s) in order for you to be paid or to receive an award or you need to renew your Entity(s) prior to its expiration. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the Entity. To update or renew your Entity records(s) in SAM you will need to create a SAM User Account and link it to your migrated Entity records. You do not need a user account to search for registered entities in SAM by typing the DUNS number or business name into the search box. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ‘The Berry Amendment') impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ‘specialty metals' (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFAR 225.225-7002 exceptions applies.
