Description
The Navy Communications Satellite Program Office, PMW 146, hereby publicizes its intention to solicit, negotiate, and award two Simplified Acquisition contracts on an other than full and open competitive basis with Lockheed Martin, 1111 Lockheed Martin Way, Sunnyvale, California; and General Dynamics C4 Systems, 8201 E. McDowell Road, Scottsdale, Arizona; for providing access and workspace in their facilities to integrate and test Mobile User Objective System (MUOS) capability. The Lockheed Martin and General Dynamics facilities presently house certain Government-owned MUOS Ground System and Satellite simulation equipment. MUOS is a narrowband, beyond-line-of-sight Satellite Communications (SATCOM) system which provides worldwide UHF secure communications to mobile warfighters. In accordance with a Department of Defense Resources Management Decision, the Navy is the cognizant agency for adjudicating shared integration and test access to existing MUOS equipment for MUOS-capable products and support activities. These products and activities are reliant on interfacing with representative MUOS hardware and software but are outside of the direct acquisition control of PMW 146. Lockheed Martin, with General Dynamics as a subcontractor, developed the MUOS Satellites, Ground System, and waveform architectural components (via PMW 146 contract N00039-04-C-2009) and continues to support the system through final deployment and check-out. A significant amount of test equipment, representative of the production infrastructure, exists at the Lockheed Martin and General Dynamics facilities. This equipment, with capacity for multiple users, is tailored for military use and is not maintained elsewhere. Only PMW 146 has configuration management of both lab and production resources. Based on the aforementioned facts, only those two sources and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment and services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of products and services provided. No telephone responses will be accepted.
