PRE-SOLICITATION NOTICE RFQ VA259-13-R-0232 GROUND AMBULANCE SERVICE The Eastern Colorado Health Care System (ECHCS) in Denver, CO and the Sheridan VA Medical Center (VAMC) in Sheridan, WY along with Network Contracting Office (NCO) 19 are contemplating a multiple award of one or more Firm Fixed Price contracts for Ground Ambulance Service the ECHCS and all CBOCs under its purview along with Sheridan VAMC and its CBOCs under its purview. The proposed contract(s) will be issued to one or more contractors for a commercial firm fixed price contract type. The period of performance (PoP) for this contract will be one base year with additional four (4) one year option periods. Anticipated base year PoP is September 30, 2013 through September 29, 2014. The solicitation will be a partial set aside for Small Businesses to send in a proposal. The solicitation is expected to be published on Monday, August 26 and remain open for 14 days. Expected solicitation closing date is Monday, September 9. Ricky Robins, Contracting Officer ricky.robins@va.gov ? GENERAL STATEMENT OF WORK - ECHCS 1. GENERAL: A. Contractor shall furnish all labor, materials, insurance, licenses and equipment to provide safe and comfortable ambulance litter/stretcher transportation, and Handicap Accessible Vehicle transportation on an as-needed basis to beneficiaries of the Eastern Colorado Healthcare System (ECHCS) throughout the Denver Metro area and our outlying Community Based Outpatient Clinics (CBOCs) in Colorado. The vendor selected shall be ready to start on the day of award as a fully capable entity with all equipment required up and ready, with trained and certified personnel prepared to respond as directed by ECHCS as what is expected. Services to be provided seven (7) days a week, as detailed further below, including holidays, to and from locations (i.e. clinics, ward locations, inpatient floors, ICU, patient homes, hospitals, pre-approved fee basis appointments) designated by the VA Medical Center (VAMC), ECHCS Beneficiary Travel Office, in accordance with all terms, conditions, provisions and schedules set forth in this solicitation. Contractor shall assist the patient as needed to access the vehicle for transportation. This may include, but is not limited to bed to stretcher or stretcher to bed transfer when necessary. B. All healthcare facilities under the jurisdiction of ECHCS, the Denver VA Medical Center (1055 Clermont St, Denver, CO 80220) are included in this solicitation. GENERAL STATEMENT OF WORK - Sheridan VAMC GROUND AMBULANCE SERVICES Furnish 24 hour basic and advanced life support ambulance services for the beneficiaries of the Department of Veterans Affairs, Sheridan, Wyoming. All services provided under this agreement shall be scheduled in advance with the Contractor. While patients will be located mostly within the Sheridan, Wyoming region, transportation may include other areas of the State of Wyoming, including location of Sheridan VA Outpatient Clinics. These locations include, but are not limited to: Gillette, Casper, Riverton, Powell, Rock Springs, Afton, Worland, and Evanston, or surrounding areas. The VA will pay transportation costs only for eligible VA patients as determined by VA regulations. Contractor may contact the VA Patient Travel Office if there are any questions concerning eligibility. All work under this contract shall be performed in accordance with any applicable US Department of Transportation or OSHA regulations, as well as applicable State transportation, health and safety regulations, Joint Commission standards and standard industry practice.
