Description
The USDA Forest Service Missoula Technology and Development Center is in need of professional services to reassemble two full-scale fire shelter test apparatuses: Convective Heat and Radiant Heat. Test protocols for testing the current Forest Service M-2002(New Generation) fire shelter and future modifications include testing full-scale fire shelters with convective and radiant heat exposure to capture gas samples and subsequent data. The full scale convective and radiant heat apparatuses have been developed and operated by Mark Ackerman of MYAC Consulting. Ackerman used these test devices during the development of the M-2002, and are part of the Forest Service's test protocols when testing the fire shelter. These test devices have not been utilized for a decade but now need to be put back into service for future testing. The full scale convective and radiant heat test apparatuses are specific to the Forest Service M-2002 fire shelter. Missoula Technology and Development Center needs these tesing devices operational and a qualified operator, such as Ackerman, to conduct future testing on the M-2002 fire shelter as well as other shelters developed by private industry. Authority for this single source procurement is FAR 13.106(b) for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice is not a request for competitive quotations. No solicitation document is available and telephone calls will not be accepted. Any firm that believes it can provide the specialized services listed may submit substantiating documentation in writing to the identified point of contact. Information will be considered solely for the purpose of determining if there are other sources that could provide these supplies in future procurements.
