- Justification and Approval The Government (Office of Naval Intelligence) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR 6.302-1(b)(ii). The proposed source is Decisive Analytics of Arlington VA. The procurement is annual maintenance and support services for NEWSWATCH CONTOUR video archiving system for the period of 7 Sep 2013 through 6 September 2014. This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
