- Table for Price Quote (RFQ EDFSA13Q0004) Commercial Terms and Conditions This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Federal Student Aid (FSA) is seeking a financial analysis tool subscription service and training that would enhance our capability to assess the financial and risk position of Publicly Traded Corporations (PTC’s). PTC’s received over 21 billion dollars in Title IV funding last year alone. To more effectively provide integrated oversight of postsecondary schools and financial institutions that participate in the Title IV student financial assistance programs there is a need of having access to in-depth reliable fundamental data for credit analysis, model building, statistical studies, economic analysis and regulatory enforcement based activities. The scope of this project is to acquire the licensing service of a financial analysis tool and training to enhance FSA’s capability to assess the financial and organizational position of PTCs. The tools shall provide access to information above FSA’s current capabilities to review financial statements submitted today and to help understand the organizational structure of these unique companies so that we can determine if the Guaranteed Employment (GE) program disclosure matches the schools large and complex business configuration. The tool shall be Web based, with reporting capability, and information features that expand FSA’s current breadth of data on large PTCs above audited financial statements, additional location, and control structures that have varying ownership types. Training on the tools and interpretation of the financial information shall also be provided to ensure effective knowledge transfer to staff. The financial analysis tool needs to provide the following: -An intuitive, web based portal with reporting capability to be used to search for financial data; -Access to real-time metrics regarding the corporations to include stock prices, trade volumes, and comparison to peer group organizations; -Access to reliable financial data for credit analysis, model building, statistical studies, economic analysis and regulatory enforcement-based activities; and, -Training on using the software is also required. Performance Objectives Provide web based financial information software services, and training that provides financial information on PTCs via subscription services to FSA’s, Program Compliance Office, SESG, for four (4) users. Deliverables -Web based tool that provides financial analysis information for PTCs. -Current and historical data for PTCs. -Access to real-time metrics regarding the corporations to include stock prices, trade volumes, and the ability to compare PTCs. -Reporting capabilities to include creating fully customized reports and dashboards. -Credit ratings that provide independent objective assessments of the credit worthiness of PTCs. -Basic research tools and market data needed to perform financial analysis of PTCs. -Data needs to enable users to drill down in detail regarding a specific entity and to compare PTCs on a set of variables. -Access to recent transactions and key developments for the PTCs. -Training on using the software. Travel If travel is required the Government will reimburse the contractor up to the rates specified in the Government Federal Travel (FTR) for travel to Washington, D.C. If the contractor has an office located within the Washington D.C. metropolitan area, the Government will not reimburse the vendor for travel. Constraints : Government facilities will be used if training is on-site. Period of Performance Base – Year One – September 15, 2013 thru September 14, 2014 Option Year One - September 15, 2014 thru September 14, 2015 Option Year Two - September 15, 2015 thru September 14, 2016 Price Quote Offeror’s will be required to submit their Price quote using the following format : Format for price quote will be included as an attachment.*** (Please see attachment) (Note: Option Year(s) & Option Items may be executed at the sole discretion of the Government. Option Items may be exercised individually for each Option Year.) Instruction to Offerors This will be a ‘best value’ acquisition, best value as determined to be the service that delivers the best, most comprehensive value to the Government taking into account all factors – technical and price. Quote shall clearly demonstrate that the proposed solution meets the Performance Objectives and be capable of providing stated deliverables. Quote shall be in two parts. Part 1 – Technical Solution; Part II - Price Quote. Written quotes and any accompanying/associated technical brochures shall not be exceed seven (7) pages in length, the page limitation is based on the number of pages when printed single-spaced on 8 ½ x 11 page with 1” margins in 12-point font. Quotes must be received electronically (e-mail) by Wednesday, September 4, 2013, 4:00 PM. Go – No Go -Provides web-based software and licensing. 2. All remaining technical factors are of equal importance. -The information contained in the software is clear, concise, and informative to the Federal Student Aid’s financial analyst staff. -Provides a process for obtaining reports and relevant industry standards; and illustrates how the reports can be customized and dashboards developed to get the most out of the data. -Provide training. 3. Socioeconomic Diversity - It is the policy of the Government to encourage the full participation of small businesses in the procurement process. As a result, this RFQ includes a preference for small businesses. Additional consideration will be given to all small business offeror(s). 4. Price Offeror’s price will be evaluated for reasonableness, as technical scores converge, price will then become more important in the award decision. Options The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
