Description
Statement of Work (SOW) THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 13. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 (01 AUG 2013). This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is HHS-NIH-CCOPC-Q-13-013375 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 236220 and the Small Business Size Standard is $33.5 million. This action is being solicited as a Total Small Business Set-aside. Introduction Background Currently within the Clinical Center Complex (CCC) (defined as Warren Grant Magnuson Bldg (Bldg 10), Ambulatory Care Research Facility (ACRF) and Clinical Research Center (CRC), there are approximately 390,000 square feet of public, research, and patient care spaces. The Office of Space and Facility Management (OSFM) supports the mission of the CCC by providing a functional, therapeutic and safe environment for patients, visitors and staff. This is accomplished through planning and directing a comprehensive construction management and arts program to support alterations, renovations, repairs and/or improvements necessary to support occupants' beneficial use, to ensure an environment that is comfortable and supportive of patient care operations, and to meet The Joint Commission (TJC) regulatory requirements. The OSFM is in need of a contractor who will provide painting, carpeting and handyman/installation services for the renovations, repairs and maintenance of the CCC facilities. Period of Performance Base Year: September 26, 2013 through September 25, 2014 (base year), with four (4) one (1) year options: Option Year 1: Option Year 2: Option Year 3: Option Year 4: Statement of Work (SOW) (ATTACHMENT A) ***Statement of Work (SOW) Attached (see attachment ‘A' for detailed) EVALUATION: In addendum to 52.212-2; the following factors shall be used to evaluate offers. A. TECHNICAL APPROACH (30%) 1) Firm's ability to provide painting/wall covering, carpeting/flooring and handy-man/installation services to meet the needs of the Clinical Center Complex (CCC) in a timely manner according to established standards and specifications, including manufacturer's recommendations, as stated in the SOW and its Attachments. List all materials and services that will be provided as outlined in the SOW, including any exclusions that may arise. Provide documentation of the firm's ability to meet stated time-frames. Describe the experience, training and expertise of your personnel with the required products and standards, performing work of a similar nature in a health care/research facility. Describe the plan for providing a consistent on-site project manager/supervisor with an ability to oversee a crew. Describe the abilities of the manager/supervisor that will be assigned to this contract to allow determination of their ability to meet milestones and budget constraints, while producing quality workmanship. SCORE /15 2) Evidence of experience and qualifications in the form of: a. Knowledge and expertise of carpet installation procedures to ensure long carpet life and prevent future carpet problems; b. Knowledge of installation procedures for vinyl wall covering, vinyl floor covering and cove base molding using products and standards outlined in the SOW and its attachments; c. Ability of the organization to meet the time lines required for completion of all stated requests; d. Knowledge and expertise using adhesives, paint, vinyl wall covering, sheet vinyl flooring, vinyl tile, and all needed materials that meet TJC standards, and hospital related standards in a busy hospital environment as outlined in the SOW and its attachments; e. Knowledge and expertise in installing a wide variety of small, medium and large items on a variety of surfaces, using the appropriate installation methods for the environment, weight and item function; f. Technical understanding of the challenges posed by completing installations, painting, flooring and carpeting procedures in a hospital environment; and g. The quality control and quality assurance methods that will be employed to ensure quality workmanship within time lines and within budget. SCORE /15 B. QUALIFICATION OF PERSONNEL (20%) The contractor must be headquartered or have service locations within the Washington Metropolitan area. The proposal must clearly indicate that the offeror has adequate experience, training and resources to complete quality work as stated in the SOW within required time frames. The Contractor must provide evidence of experience and qualifications of the company's personnel in providing comparable services in a comparable sized health care institution with the same or similar complexity and needs. The contractor must provide evidence that the assigned on-site project manager/supervisor has the capabilities to oversee a crew and accomplish project tasks to customer satisfaction following the established procedures and standards outlined in the SOW while meeting milestones and remaining within budget. Provide resumes of available and qualified personnel within company management, as well as personnel who will perform the painting, drywall, sheet vinyl, and carpeting work and installation/handyman functions,. Personnel must have adequate training credentials and experience to meet SOW requirements. Describe how key personnel are vetted to ensure that personnel can meet the requirements for NIH security clearance, including background check and fingerprinting. SCORE /20% C. PAST PERFORMANCE (30%) Capabilities and Resources of the Company, Past Performance, Level of risk The Government will consider the following areas under past performance: 1) quality of products and services; 2) cost control; 3) timeliness of performance, and 4) business relations. 1) Provide documentation to support that the organization has met these service requirements with similar projects of this size, scope and magnitude. Submit evidence of experience and qualifications of the firm providing comparable services as required in accordance with the proposed SOW specifications, including this type of work in a hospital environment where TJC requirements were met. Submit names and locations of hospital and/or firms, and list names and telephone numbers of individuals representing those hospitals and/or firms, who may be contacted as references (minimum of three) who can speak to the company's quality of services, ability to control costs, timeliness of performance and quality of business relations. SCORE /20 2) The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers all available and relevant information. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements such as cost, schedule, and performance, including standards of good workmanship; the offeror's adherence to contract schedules, including the administrative aspects of performance; the offeror's ability to attract and maintain key personnel minimizing turn-over, the offeror's reputation for hiring staff that are reasonable and demonstrate cooperative behavior and commitment to customer satisfaction and generally the offeror's business-like concern for the interest of the customer. The lack of a performance record must result in an unknown performance risk assessment that will neither be used to the advantage nor disadvantage of the offeror. SCORE /10 D. PRICE: (20%) Provide a fixed price quote in accordance with the Statement of Work identified. The anticipated contract type is IDIQ. The price quoted will be evaluated taking into consideration any price reductions. A best value analysis will be performed taking into consideration the results of the technical evaluation, price evaluation, and the ability to complete the work within the Government's required schedule. The Government intends to make an award(s) to that offeror whose proposal provides the best overall value to the Government. ********* The following provisions and clauses apply: FAR 52.212-1-Instructions to Offerors/Commercial; FAR 52.212-2-Evaluation-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; 52.217-9 -- Option to Extend the Term of the Contract; FAR 52.217-5 Evaluation of Options; FAR 52.219-6 -- Notice of Total Small Business Set-Aside Contract Terms and conditions; FAR 52.228-5 -- Insurance -- Work on a Government Installation. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Interested offerors may submit proposals electronically to this notice no later than 09/09/2013 Eastern Standard Time 3:00 p.m. Offerors may submit a completed FAR 52.212-3, or cite their Representations and Certifications on sam.gov. The solicitation shall include pricing for the base year and options priced separately. The Government intends to make a single award based on best value to the Government, technical and price factors considered.
