- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD Intends to issue a Sole Source award to Virginia Polytechnic Institute. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Provide assistance to the DoD in integrating the situational awareness/hearing protection/communication objective, metric-based evaluation tool into the acquisition process for TCAPS and HPDs. The evaluation tool will help inform the standard used to assess and evaluate TCAPS and HPDs, along with currently used standardized metrics of noise attenuation capabilities. The Qualified Products List will include only those devices that meet or exceed military-established TCAPS performance standards. The goal will be to adopt the objective, metricbased evaluation criteria as the military standard used to evaluate and approve TCAPS and/or HPDs for use in operational and commercial noise environments (e.g., war fighters, firefighters, police, or industrial). This Notice of Intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 30 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a Sole Source contract, then a Sole Source acquisition will be made to Virginia Tech.
