Description
The purpose of this Request for offers DTFANM-13-R-00157 is to seek competent and qualified contractors for the refurbishment of the Kokohead VORTAC Counterpoise in East Oahu, Hawaii. ***Amendment 001-Changes to the specification and revised drawing**** Summary of Work: This summary describes the project requirements for refurbishing the Kokohead VORTAC Counterpoise. The VORTAC is a remote facility located in East Oahu, Hawaii. The mountain top type VORTAC counterpoise is a level graded area approximately 300 FT in diameter. Located in the center is a VORTAC navigation system teepee and subsurface concrete pit. The teepee is surrounded by antennas. Contractor shall furnish all management, labor, tools, equipment, transportation, and materials for the project. All work shall be accomplished by qualified experienced licensed contractors; preferable with FAA project experience. Monitor Antenna Refurbishment Install buried PVC conduit raceway system and handholes from the teepee to 16 antennas surrounding the teepee located approximately 50 FT from the teepee. Replace antenna support posts. Layout will require survey control. Grounding Replacement Install buried earth electrode system (EES) for the counterpoise. EES is bare copper 4/0 AWG and ground rods. The EES will be a loop around the teepee and a loop around the antennas. Interconnect the loops and install an EES wire to the equipment building located approximately 200 FT from the teepee. Remove and replace the 24 GA copper sheeting at the base of the teepee. All connections shall be by exothermic welds. Install ground plate in teepee pit. Teepee Refurbishment Remove the TACAN antenna located on top of the teepee by crane. Remove the fiberglass teepee and metal collar and install new GFM teepee and collar. Reinstall the existing TACAN. Replace electrical system in teepee for outlets, lights and ventilation. Replace ventilation system and fiberglass vent covers. Clean and paint teepee pit. Layout will require survey control. TACAN Mast Replacement Remove 35 FT steel tilt down. Construct concrete foundation. Install buried duct from the VORTAC building to the foundation. Assemble and install GFM TACAN mast. Layout will require survey control. Counterpoise Improvements Clear and remove all vegetation and apply 2 coats of asphalt emulsion. THIS ACQUISITION IS 100% SET ASIDE FOR SMALL BUSINESS. 3.6.1-1 Notice of Total Small Business Set-Aside (January 2010) The applicable North American Industry Classification System (NAICS) code(s) are 236220 and 238160. Site Visit: The site visit is OPTIONAL, however contractors are strongly encouraged to visit the site prior to bidding on the project. A site walk will be conducted on August 22, 2013 starting at 9:30 am at the lower gate located next to the entrance of Hanauma Bay Beach Park. The COR will meet and escort the Contractors to the VORTAC site. Contractors are to provide their own transportation. Contractor shall submit personnel information for the individual(s) that will represent the Contractor to the FAA representative 3 days prior to scheduled site visit. Contractor representative(s) shall be employees of the Contractor. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
