- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1637058, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69, dated August 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from TTP LabTech Inc.: (a) one (1) Mosquito Crystallization Robot with part #3019-0004 with a 5-position deck mosquito for crystallography to include 1 pipette loader, power cable, calibration block, 1 plate-seal holder, 1 guide block, 1 spool # 4150-03020 non-sterile pipettes, 1 pack 5ul micro-reservoir strips, 1 pack 2ul micro-reservoir strips, 1 pack ViewDrop II plate-seals, 1 pack (25) of 96-Well Clear Polystyrene Microplate for hanging drop, 4-position ultra low reagent holder, 1 pack IQ plates; (b) part #3019-0030 Mosquito software license & columns installed in PC controller; (c) part #3085-04000 5-Position Plate deck Humidity Chamber; (d) warranty; and (e) training. The mosquito crystallization robot is unique in that it can provide automated, accurate liquid handling of 50-200 nanoliters of samples or buffers with various levels of viscosity and with absolutely no cross-contamination. The machine can be adjusted to screen using a variety of crystallization techniques such as sitting or hanging drop and can be programed to a variety of commercially available crystallization plates. The product includes a humidity chamber and a 5-plate rack to enabling the screening over hundreds of conditions with crystallization drops that require very little reagent. The piston pipetting technology ensures accurate displacement of the sample onto the plate regardless of sample viscosity. The software allows all lab members to set up their crystallization experiments with an Intuitive user Interface. Delivery is to Bethesda, Maryland 20892. The following factors will be used to evaluate offers: 1) capability to meet specifications of salient characteristics, 2) price, 3) delivery (45 days after receipt of order), and 4) warranty. The Government will award a firm-fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, payment by Electronic funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
