Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number CST Truck Box is hereby issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67, 22 July 2013 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20130710. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 336211 with the number of employees not to exceed 1,000. Description of Requirement: CLIN 0001: 1(ea.) The Washington Army National Guard (WAARNG) 10th CST (WMD) requires a utility box to be fabricated and mounted on a decontamination vehicle. The CST decon truck is designed to be a specialized emergency response vehicle focused on the team's decontamination function. It will carry compressed air, diesel powered hot water heater, 8kw diesel powered generator, two people, and other associated decontamination and emergency response equipment. Please see below Statement of Work for further details and pictures. The winning vendor will work closely with the customer to ensure a quality mission ready product through the fabrication process. Delivery requirement: 90 days ARO, FOB Destination to Camp Murray, WA 98430. Exact address will be provided upon award. Procedures for using WAWF are found in DFARS clause 252.232-7003 Electronic Submission of Payment Requests. Statement of Work 1.0 DESCRIPTION OF SERVICES. The Washington Army National Guard (WAARNG) 10th CST (WMD) requires a Utility box to be fabricated and mounted on the Decontamination vehicle (herein called quote mark Decon Truck quote mark ). 2.0 BACKGROUND. This SOW outlines requirements for providing a Decontamination Utility Box for the 10th CST (WMD). The CST Decon Truck is designed to be a specialized emergency response vehicle focused on the team's decontamination function. It will carry Compressed air, diesel powered hot water heater, 8kw diesel powered generator, two people, and other associated decontamination and emergency response equipment. 3.0 REQUIRMENTS. The contractor will make, install, uninstall, remount, and or purchase the below listed vehicle modifications. The 10th CST (WMD) currently has a decontamination vehicle that has reached the end of its life cycle. The old decontamination vehicle currently has emergency lights, 8kw diesel generator, diesel hot water heater, two compressed air bottles, and associated decontamination equipment. The contractor may use any combination of items currently equipped to the Old decontamination vehicle. All external doors must be water tight. Holes drilled and or cut into box exterior must be grommet and or sealed with silicon sealant. Contractor will provide all wiring, tubing, and hoses. On the front of the decontamination box the contractor will install Aluminum Diamond Plate. 3.1 A brand new Custom Decontamination Box. The maximum overall length of the decontamination box will not exceed 98 inches. The maximum overall width of the decontamination box will not exceed 96 inches. The maximum overall height from the ground to the top when loaded will not exceed 107 inches. The Gross Vehicle Weight Rating (GVRW) will not exceed 13300 pounds. The truck box can be made but not limited to any combination of the following material steel, aluminum, and composite. No organic material will be used in the making of this item all doors on the exterior of the box will be locking. 3.1a Driver side exterior of the Decontamination box will have one rollup door mounted to the rear of the box not to exceed 46 inches wide and not to exceed 48 inches in height from the top of the box, and one rollup door mounted forward of the box not to exceed 32 inches wide and not to exceed 48 inches in height from the top of the box. These two rollup doors will access the interior of the box. Three additional Equipment compartments will be installed at the lower part of the box. The first will be closest to the driver and will not exceed 32 inches in width and 38 inches in height and 22.5 inches in depth. The second compartment over the wheel well will not exceed 42 inches in width, 19 inches in height, and 22.5 inches in depth. The third will be mounted toward the rear of the box and will not exceed 24 inches in width, 38 inches in height, and 22.5 inches in depth. Tolerance of all measurements are + 1.0 / -1.0 inch 3.1b Passenger side exterior of the Decontamination box will have one rollup door mounted to the rear of the box not to exceed 46 inches wide and not to exceed 48 inches in height from the top of the box, and one rollup door mounted forward of the box not to exceed 32 inches wide and not to exceed 48 inches in height from the top of the box. These two rollup doors will access the interior of the box. Three additional Equipment compartments will be installed at the lower part of the box. The first will be closest to the driver and will not exceed 32 inches in width and 38 inches in height and 22.5 inches in depth. The second compartment over the wheel well will not exceed 42 inches in width, 19 inches in height, and 22.5 inches in depth. The third will be mounted toward the rear of the box and will not exceed 24 inches in width, 38 inches in height, and 22.5 inches in depth. Tolerance of all measurements are + 1.0 / -1.0 inch 3.1c The rear exterior of the Decontamination box will have one rollup door centered not to exceed 72 inches in height and not to exceed 51 inches in width. On the rear of the box a Interconnect/breakout Panel with Four duplex 110/115 VAC-20 amp GFCI receptacles (source: ONAN CMQD 8000), Two female quick disconnect (QD) fittings supplied by 4,500 lbs Compressed Air bottles in rear of decon box with panel-mounted on/off valve, Generator controls to operate a ONAN CMQD 8000 series generator. 3.1d The interior shelving of the decon box will be at a depth not to exceed 22.5 inches. The shelving will have two rows traveling the length of the interior, to include the interior closest to the cab. The Equipment compartments will have 2 adjustable shelve that run the interior width of the compartment. 3.2 on the rear of the vehicle a lift gate with a 1000lbs capacity will be installed. The maximum width of the lifting apparatus on the gate will not exceed the width of the rear roll up door (purchased by contractor). 3.4 Purchase and installation of a titan super series 60-gallon fuel tank, black, with shield. 3.5 The Decon Box will be painted CST Blue. (Stock #12283, 81-01 GM, Dark Blue, SC01SC0188.0 SC25SC25440.7 SC44SC44748.8 SC10SC10890.0 SC90SC90925.2 SC54SC54954.2 3.6 Removal from old decontamination box and mounting in new decontamination box of ONAN CMQD 8000 diesel generator. The generator will be mounted in the interior, closest to the cab of the new decontamination box. The generator will be wired to a circuit breaker and with four 15 amp breakers that will supply power to the outlets in the Interconnect/Breakout Panel. Also a vehicle grounding system consisting of frame/chassis mounted reel and 50 foot cable with alligator-style clip on the end of the cable (contractor may remove the current grounding system from the old decontamination box and install it on the new decontamination box). The generator will be plumbed into the vehicles fuel system. The exhaust for the generator will be vented out the top of the roof. All exhaust tubing will be wrapped as to prevent any interior fire hazard. 3.7 The Hot water heater will be uninstalled from the old decontamination box and installed in the driver side equipment box closest to the cab on a rollout shelf in the new decontamination box (contractor can use the shelf that the hot water heater currently sit on). The Heater will be tied into the vehicle fuel system. 3.8 The Decon Box will have full 360-degree coverage of emergency lights. The rear and side coverage will consist of 2 blue, 2 red, and 2 white lights. The front of the box will have parking lights only. (Contractor may use the lights currently on the old decontamination box). In the cab and the grill of the vehicle low profile lights will be installed (provided by the unit) and all tied into the emergency light control box. (Contractor may use the control box in the old decontamination vehicle). 3.9 Vehicle Warning Siren Speaker will be installed in the vehicle and tied into the emergency light control box. (Contractor may use siren from old decontamination vehicle). 3.10 The compressed air bottles that are currently mounted in the old decontamination box will be uninstalled and installed into the new decontamination box to the rear passenger side of the vehicle. All hardware to secure the two compressed air cylinders will also need to be fabricated. The compressed air bottles are: Outside Diameter of 9 inches, Length 51 inches, and Weight 108 pounds. These bottles will be connected together in tandem and plumbed into the Interconnect/Breakout Panel by contractor. 4.0 GENERAL INFORMATION. The vehicles that the contractor will modify are: a 2012 Ford F450 (new decontamination truck), and a 2005 Ford E450 Old Decontamination Truck. All vehicles and internal combustion equipment run on diesel fuel.
