- A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Advanced Topographic Development and Images (ATDI) is the developer and sole distributor of HTz Warfare. The HTz Warfare software builds prediction models for Digital Central Receive Systems The software is a comprehensive set of radio planning capabilities to include network coverage calculations, interference analysis, and spectrum management which is exportable to Google maps. ATDI is the only known vendor capable of meeting the requirements necessary to combine the separate radio planning activities into one function. The Federal Bureau of Investigation (FBI) intends to purchase v17 with ICS Map Server v11 pack, quantity 1; Perpetual User Licenses of HTz Warfare v17 (#2-4), quantity 3; and User License of ICS Map Server, quantity 1. This procurement is being conducted under the Simplified Acquisition Procedures; only one source is reasonably available. The government intends to use FAR Part 12 to purchase the above listed service. The North American Industry Classification System (NAICS) code for this item is 511210 and the size standard is $25M. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, August 30, 2013, 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to margaret.einspahr@ic.fbi.gov. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet this requirement. The government contemplates an award of a onetime fixed price purchase order. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
