Description
AMENDMENT A0002 AMENDMENT A0002 THE DATE FOR THE RECEIPT OF OFFERS HAS BEEN EXTENDED TO FRIDAY, AUGUST 30, 2013. ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME. AMENDMENT A0001 THE PURPOSE OF THIS AMENDMENT IS TO UPLOAD THE SOLICITATION. CLOSING DATE IS 8/27/2013. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Marine Fisheries Service intend to procure services from five (5) shrimp trawl vessels to conduct a pilot study to test video monitoring hardware and software to determine the feasibility of developing a cost-effective and reliable system of monitoring bycatch, release mortality, and handling of sawfish, and other shipboard practices aboard shrimp trawl vessels in the southeast Gulf of Mexico off southwest Florida. The contractor shall be required to carry a video monitoring system, to be installed and maintained by a third party, to record and monitor the haulback and haulback operation(s) that normally occur during shrimp fishing operations in the southwest Florida area during a 2-3 month period, as determined by NOAA Fisheries Service. The details of the system will potentially consist of: (1) Operating system and data storage consisting of a lockable, tamper-proof box contains the operating system, data storage components, and power supplies for the video camera and peripheral vessel sensors. The two primary components in the control box are the video computer and data logging computer; (2) User interface consisting of a small monitor and keyboard provide basic system status information and allow user input; (3) GPS receiver; (4) Winch sensor; (5) Hydraulic pressure transducer; and (6) Cameras (2 to 5). The exact specifications of the system will be developed in accordance to nuances of data to be collected. A third party will set up systems and download data from systems upon completion of a fishing trip. The system will record information during the haulback (~1-2 hrs) species caught, location, depth, date, time, and disposition of released organisms. This work will be completed within one year from date of award. The contractor must own a shrimp trawl vessel and have a demonstrated history of shrimp trawl fishing in southwest Florida area. The contractor will provide a current shrimp trawl vessel that possesses a valid Coast Guard safety sticker. The contractor will allow a third party access to the vessel for installation of equipment, data offloads and regular hardware inspection, maintenance and troubleshooting. It is expected that electronic monitoring (EM) service and data offload on each boat will take place after every trip, but will be designed to fit the vessel schedule, and will in no way interfere with the fishing plans of the operator. If necessary, the third party will be prepared and equipped to go to sea with the vessel to demonstrate or monitor the EM system performance. The participating vessel will be returned to original condition by third party upon completion of the project. This is a small business set-aside. The NAICS code for this action is 488390. Size standard not to exceed $35.5M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
