Description
DHS Class J&A Task Order Award for ARMOR Fish Patrol Model The CG Research and Development Center (RDC), in collaboration with the University of Southern California's (USC) Center for Risk and Economic Assessment of Terrorism Events (CREATE), developed the Port Resilience Operational Tactical Enforcement to Counter Terrorism (PROTECT) model to aid in the detection and deterrence of maritime terrorist activities in our nation's ports, waterways, and coastal regions. One of the foundations in the development of the PROTECT model was the leveraging of USC's previous work creating the Assistant for Randomized Monitoring Over Routes (ARMOR) model. ARMOR was originally developed for use by TSA and LAX security. PROTECT's game theory applications provided optimized PWCS patrol schedules for several CG units and have received high praise from various US Coast Guard (CG) operational Commands. The CG needs to expand the notion of optimization, efficiency, and effectiveness for all mission areas. Game theory applications have proven to be successful for dynamic and complex scheduling systems in the realm of security and law enforcement (i.e. TSA, Air Marshals, and LAX); the ARMOR model will be extended similarly, using proven algorithms, to provide optimal fisheries patrol schedules for the CG's living marine resources (LMR) mission.
