- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Officer Space Systems and Navy Communications Satellite Program Office (PMW 146) intends to modify contract N00039-04-C-2009 to provide a within-scope increase in contract ceiling for MUOS interim logistics services with associated spares, technology refresh to replace obsolete replaceable components that are no longer produced, and technical logistics data updates and revisions. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. The incumbent provider, Lockheed Martin Space Systems Company (LMSSC), is the only responsible source able to satisfy DON requirements at this time. No alternative source can ensure continuity of service without major disruptions. Contract N00039-04-C-2009, competitively awarded to LMSSC, provides for the design, development, and deployment of all MUOS ground equipment and software; the Common Air Interface MUOS waveform application; and the design, development, and on-orbit deployment of five MUOS satellites, spares, interim logistics services, and engineering services. The MUOS design leverages proprietary commercial technologies in space and ground system hardware, software, and the waveform. Following contract award, more rapid obsolescence of these commercial technologies has increased the efforts needed for technology refresh, and greater than anticipated waveform sustainment and Information Assurance vulnerability resolutions are now required under the contract. The required logistics support includes investigation and resolution of satellite anomalies, maintenance, and update of MUOS flight software, and performance analysis of all MUOS satellite subsystems. Ground support required includes updates, testing, and installation of ground software releases and software patches; depot-level maintenance and repair of ground system hardware; management and maintenance of stocks of depot spares and on-site organizational level spares; management of parts obsolescence issues; configuration management of all ground sites; and providing updated training and training materials, supply support data, and technical logistics documentation as software is revised and obsolete hardware is replaced. The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
