- PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Proposal (RFP) solicitation for the Site Readiness Haul Road project, Oak Ridge, Tennessee. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The Uranium Processing Facility (UPF) Site Readiness Haul Road project will accomplish field readiness activities to support construction of the UPF nuclear facility. This work will be performed by the U.S. Army Corps of Engineers (USACE) through an interagency agreement with the National Nuclear Security Agency (NNSA). The Site Readiness Haul Road work will be performed at the Y-12 National Security Complex, a government-owned facility, managed by B&W Y-12, L.L.C., for the Department of Energy (DOE), in Oak Ridge, Tennessee. DELIVERABLES The work to be performed under this contract is for the Uranium Processing Facility (UPF) Site Readiness Haul Road project. In general, this will include site preparation and construction of Portal 10 Excavation; Portal 10 Retaining Wall; Basin 6; Haul Road and Wetlands; Bear Creek Stream Remediation; and Security Pull-off. This work will include, but is not limited to the following: 1. Erosion control including; silt fencing, inlet protection, outlet protection, rip rap, tied concrete block mat, sediment control structure, seed and mulch; 2. Demolition and Removal; asphalt, storm drain, catch basin and manhole, abandoned raw water line, concrete curb and gutter, concrete walks, concrete pads, high mast lighting foundation, precast concrete jersey bouncers, rip-rap, steel bollards, clearing and grubbing, and steel guard rail; 3. Excavation and haul; 4. Storm drain, controlled low strength (flowable fill) material, and culvert installation; 5. Retaining wall construction; 6. Gravel Road Construction and Portland cement concrete paving; and 7. Sediment Basin Excavation/Construction. This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 238910 with a size standard of $14,000,000. PROJECT LABOR AGREEMENTS: Offerors will be invited to submit a proposal subject to Project Labor Agreement (PLA) requirements (a PLA proposal), a proposal not subject to PLA requirements, or both. If a PLA proposal is accepted by USACE, the awardee shall be required to execute a Project Labor Agreement (PLA) with one or more appropriate labor organizations for the term of the resulting contract. TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Proposal Solicitation, the Government will use the Best Value Tradeoff Source Selection Process to award one Firm-Fixed Price Construction Contract. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $5,000,000 and $15,000,000. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around September 13, 2013. The plans and technical specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the Army Single Face to Industry (ASFI) database. You can access these files from the Federal Business Opportunities (FBO) website, www.fbo.gov. The project location has special security requirements that will be identified in the solicitation. These special security requirements may be more stringent than what is normally required for work on Federal projects.
