Description
The U.S. Food & Drug Administration intends to issue a sole-source purchase order to GE Analytical Instruments, Inc. (GE) for one (1) Model 900 Laboratory Total Organic Carbon (TOC) Analyzer CPRD 96200-01 1 and accessories. The accessories includes: GE Autosampler 900 CPRD 88000-01 1, on-site instrument start-up - 900 CSER 90001-01 1, 12 month 900 series consumables kit C900 containing persulfate reagents, acids reagents, and UV lamps, pump tubing, and ion exchange resin bed, pharmaceutical stds kit containing 8Q containing quarterly system suitability testing, and certified TOC vials, 40mL 72/cs CHMI 90606. The salient characteristics are: Detection Method • The equipment must use Membrane Conductometric Detection technology. This is a technology using a gas-permeable membrane that selectively passes only the CO2 produced from the oxidation of organics and prevents compounds such as acids, bases and halogenated compounds from interfering with the measurement of CO2. • The equipment must at a minimum use Oxidation of ultraviolet light and persulfate • Equipment must not require the use of gases or catalysts • There should be no warm up time for equipment start-up • Equipment must not be subject to false positives TOC Range • Must at minimum measure 0.03ppb (parts per billion) to 50,000ppb (parts per billion) of total organic carbon. Measurement Accuracy • Measurement accuracy must be +/-2% or +/-0.5ppb (parts per billion), whichever is greater. • Must perform analysis in four (4) minutes or less • Instrument must be able to automatically optimize all reagent flow rates with no user intervention for different samples. Calibration Feature • Must be stable for one year and require only yearly calibration at a maximum • There should be no warm up time for analysis Other Requirements • Built-in Equipment Software • One year parts and labor warranty required and training on instrument • On-site instrument start-up required to verify functionality of instrument's software and hardware with running of initial samples Delivery (30 Days ARO) US Food & Drug Administration Silver Spring, MD 20993 Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements using Simplified Acquisition Procedures per FAR Part 13. GE is the sole-supplier and only known company that has the propriety data necessary to manufacturer the TOC Analyzer. The membrane technology is patented by GE and provides for increased sensitivity, stability, accuracy, and precision. The TOC is needed to monitor the amount of total organic carbon residual left on cleaned, reprocessed reusable medical devices and does not maintain high purity gasses or large volumes of hazardous waste. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within five (5) calendar days after the publication of this synopsis which shall be considered by the agency. Responses received after five (5) days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
