- Panama City Base Operations Support (BOS) Services at Naval Support Activity (NSA) Panama City, Florida Sources Sought Notice Description THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of Small Businesses to perform Base Operations Support (BOS) Services at Naval Support Activity (NSA) Panama City, Florida. The Government will use the sources sought responses along with other market research to make various determinations regarding this procurement. The work includes, but is not limited to all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide services for Facility Investment, Pest Control (Grounds), Swimming Pools, Grounds Maintenance, Pavement Clearance (Helipad) and Environmental support at NSA Panama City, Florida. The contract will be combination Firm Fixed Price / Indefinite-Delivery Indefinite Quantity with a one-year base period and four one-year option periods, total contract duration shall not to exceed five years (60 months). There will be a 30 day phase-in period. The anticipated start date is 1 October 2014. The proposed contract listed here is being considered as a set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation may be issued as unrestricted without further notice. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information in response to this sources sought notice. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. Responses to the questions provided herein must be submitted in electronic form (Microsoft Word or Adobe PDF format) and may be attached to an email addressed to: christine.holly@navy.mil. Responses are limited to 10 pages in length. Emails shall be no more than 5MB in size. The due date for responses is 2:00 PM EDT on Tuesday, 10 September 2013.
