Standard Form 1449 and Bid Schedule for AB-133M-13-RB-0009 Other Applicable Provisions and Clauses for AB-133M-13-RB-0009. Statement of Work for AB-133M-13-RB-0009 COMBINED SYNOPSIS/SOLICITATION Drydock Repairs for NOAA Ship OSCAR DYSON (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. (II) This solicitation is issued as an invitation to bid (IFB) and has been assigned Solicitation Number AB-133M-13-RB-0009. The Government intends to award a firm-fixed-price contract in accordance with FAR 52.214-10 Contract Award- Sealed Bidding. (III) This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-69 dated August 1, 2013. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336611, Ship Building and Repairing. The small business size standard is 1,000 employees. (V) For a list of commercial items being purchased for this requirement, refer to Attachment 2, Standard Form 1449 and Bid Schedule. (VI) For a description of the requirements associated with this acquisition, refer to Attachment 3, Statement of Work. (VII) Period of performance shall be Date of award through 15 January 2014. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Jul 2013), applies to this acquisition. The bidders must submit a bid for all of the items listed in Attachment 2, Standard Form 1449 and Bid Schedule. ***All vendors doing business with the Government are required to be registered with the System for Award Management (SAM), at www.sam.gov, which replaces the CCR and ORCA systems formerly used for this purpose. NO award can be made unless the vendor is registered in SAM. *** In order to register in SAM and be eligible to receive an award from this acquisition office, all vendors must first have a Data Universal Numbering System (DUNS) number issued by Dun & Bradstreet, Inc. Vendors may obtain a DUNS number free of charge by visiting http://fedgov.dnb.com/webform or by calling the Dun & Bradstreet Customer Resource Center at (800) 333-0505. Offerors are further instructed to: 1. Submit bids and all other requested documentation along with a completed Standard Form (SF) 1449. 2. Submit bids to the office identified in this solicitation, at or before the specified date and time. Electronically-sent bids are preferable and may be emailed to Levis Knox, Contract Specialist, at levis.d.knox@noaa.gov or faxed to his attention at (206) 526-6025. 3. Provide, at a minimum, the following additional information: a. Name, telephone number, and email address of your designated Point-of-Contact. b. DUNS number for your company. 4. Submit bid information for all items, 5. Complete and return the Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2012) with your quote. (For details, see Attachment 3, Other Applicable Provisions and Clauses.) 6. Formally acknowledge each amendment to this solicitation, if applicable, by completing the appropriate sections on the corresponding Standard Form 30, Amendment of Solicitation/ Modification of Contract (i.e., Block 8 and Blocks 15A through 15C). Site Visit: A site visit / ship check is scheduled, see 1352.270-71 PRE-BID / PRE-PROPOSAL CONFERENCE AND SITE VISIT (APR 2010) in applicable clauses and provisions section C APPLICABLE DEPARTMENT OF COMMERCE CLAUSES. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on the factors set forth in paragraph (a), and award will be made in accordance with FAR 52.214-10 Contract Award-Sealed Bidding. (a) The Government will award a contract resulting from this solicitation to that responsible bidder whose bid, which conforms to the invitation, will be most advantageous to the Government, considering only price and price-related factors. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement plus foreseeable costs. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a bid, mailed or otherwise furnished to the successful bidder within the time for acceptance specified in the bid, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept a bid (or part of a bid). (End of provision) (X) The bidder must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2013), with its bid. The bidder shall complete the annual representations and certifications electronically at the System for Award Management website (www.sam.gov). (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jul 2013) applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Aug 2013) also applies to this acquisition. For a list of the specific subparagraphs in FAR 52.212-5 that apply to this acquisition, refer to Attachment 1, Other Applicable Provisions & Clauses. (XIII) For a list of additional FAR and Department of Commerce provisions and clauses that apply to this acquisition, refer to Attachment 1, Other Applicable Provisions & Clauses. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition. (XV) Bids are required to be received in the contracting office no later than 2:00 p.m. Pacific Time on September 17, 2013.
