- FA8751-13-Q-CELL Site Visit Questions & Answers ** AMENDMENT 01 DATED 28 AUG 2013. The notice type is changed from Sources Sought to Solicitation. The response date is changed to 3 PM (ET) FRI 27 SEP 2013. In addition, a Site Visit Q&A is uploaded. ** The Civil Engineering Office of the Air Force Research Laboratory's Rome Research Site (AFRL/RRS) is seeking proposals from interested parties for the installation of a Mobile Cellular Tower. Below is pertinent information about the installation that may be beneficial if you choose to prepare a proposal. Final approval will be based on AFRL/RRS Civil Engineering's evaluation of the proposals received. All communication entities on Department of Defense (DoD) military installations must follow the policies in accordance with AFRL/RRS guidelines and approval processes, Air Force Instruction (AFI) 32-9003 and DoD Directive 1000.11 (www.e-publishing.af.mil/shared/media/epubs/AFI32-9003.pdf / http://www.dtic.mil/whs/directives/corres/pdf/100011p.pdf). The proposal must include type and specification of equipment to be installed on the leased property and a Joint Spectrum Center (JSC) Radio Frequency (RF) analysis (http://www.disa.mil/Services/Spectrum/About-Us/Joint-Spectrum-Center/afgp-j8). Please note that due to existing operations, some selected frequencies may not be authorized for use on AFRL/RRS property as these may impact the AFRL/RRS mission. Any such incompatibility will be identified in the JSC RF analysis. In addition, a map indicating the geographical coverage area must be included as well as the total output and frequencies used for transmission. If selected, the communication entity would be required to obtain any and all state permits, right of way permits, and/or required leases. In addition, the cell tower will be constructed, operated, and maintained at the selected communication entity's expense. Leases granted by the Air Force are granted for Fair Market Value and are payable to the U.S. Government. Furthermore, interested parties are responsible for lease requirements including but not limited to a site survey and an Environmental Baseline Survey. The communication entity must be registered with the "System for Award Management (SAM)" with NAICS 517410. Additional information you desire to be considered may also be addressed in your proposal. A site visit is scheduled for 9 AM (ET) WED 07 AUG 2013. Potential attendees must contact Alex Blake, AFRL/RIOCV, in writing at alex.blake.3@us.af.mil no later than 3 PM (ET) FRI 02 AUG 2013 to confirm attendance. The Air Force's decision will be based on which communication entity offers the best overall value to the Government. In evaluating the proposals, the Air Force will consider the range of services offered, fees, and past performance. The selected communication entity must enter into a lease with the installation.
