Description
This is a combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation is issued by the Nevada Air National Guard (NVANG) as a Request for Quotation (RFQ) under solicitation number W9124X-13-T-0002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69, effective 1 August 2013. Award will be made without negotiation. This is an Unfunded Requirement, and award is subject to the availability of funds. This acquisition is 100% set-aside for Small Businesses with the associated North American Industry Classification System (NAICS) code 336413; the Small Business Administration (SBA) size standard for this code is 1000 employees or fewer. The NVANG intends to purchase two (2) Flexible Lifeline Systems (manufacturer) Wingrip (brand) aircraft fall arrest systems. This requirement is identified as “Brand Name or Equal”. Contractors offering equivalent items shall be responsible for providing documentation of equivalency. All items identified in this RFQ shall be delivered to the 152d Airlift Wing, Reno Nevada. Two contract line item numbers (CLINs) are contemplated and identified below. Each CLIN should be priced independently and on a net basis (i.e., the sum of all items indicated for that CLIN). a. CLIN 0001 (priced). Two (2) kits, fall arrest system for use on C-130H aircraft, without a structure or any external hardware, except possibly shop compressed air or compressed nitrogen and useable in an explosive atmosphere. The system must be capable of continuous fall protection across 100 feet of the wing surface without the need to disconnect the lanyard and capable of supporting up to four users concurrently. Also, as a separate use, must be capable of use by one user at any location on the wings, upper fuselage surface or upper surface of horizontal stabilizer. b. CLIN 0002 (priced). Except where provided below, the full text is available at https://farsite.hill.af.mil: 52.212-2, Evaluation -- Commercial Items, also applies to this acquisition The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and will be most advantageous to the Government, price and other factors considered. Factors that shall be used to evaluate offers are (i) technical capability of the item offered to meet the Government requirement and (ii) price. The Government intends to evaluate offers and make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. Technical capability will be rated as ‘go’ or ‘no go’ by technical expert, and will be based on whether the item is an equivalent to the “brand name or equal” requirement. Contractors offering equivalent items shall be responsible for providing documentation of equivalency. Only those quotes with a 'go' rating will then be evaluated on price. Quotes must provide information on price, delivery, Tax ID number, Cage Code and DUNS number. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
