- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Mental Health intends to negotiate and award a fixed price purchase order to without providing for full and open competition (Including brand-name) to Mink Hollow Systems, 120 Ashton Road, Ashton, MD 20861. The intended procurement is classified under NAICS code 334519 with a size standard of 500 employees. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69, August 1, 2013. The acquisition is conducted under the procedures as prescribed in FAR subpart 13-5 Test Program for Certain Commercial Items and FAR subpart12 - Acquisitions of Commercial Items. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contract awarded using FAR Part 13 -Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 - Competition Requirements. Description of Requirement: AutoRad MCH Duplicate System Background: The Autorad system will expand our capability for controlling automated radiosynthesis devices that are regularly used to prepare a wide range of radiotracers used for PET imaging in human studies as part of the MIB program of investigating in neuropsychiatric disorders. The fabrications were required because the legacy system, Synthia was constructed from custom -made electronics (done at Synthia Lab AB in Sweden, now part of GE). In other words, all interfaces to the computer in the legacy system (printed circuit boards) could not be replaced by commercially available interfaces. NIMH successfully replaced the entire Synthia controller systems with Autorad. While MHS developed interfaces and software for Synthia, it also generated hardware documents and wiring scheme for the junction box. MHS contributed greatly to documentation of pin configuration, i.e., input and output ports of the Synthia system and power requirements. The two units of Autorad fabricated by MHS have been used satisfactorily since 2010 without any software/hardware issues. The determination by the Government to award a contract without providing for full and open competition is based upon market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that there are other no other manufacturers of autorad (Automated Radiochemistry: Monitor and Control) Duplicate System that is compatible and completely interchangeable with two government-owned autorad systems. The Mink Hollow Systems, Inc.'s brand autorad systems are the only known systems that possess the essential features that meets the government need to prepare a wide range of radiotracers used for Positron emission tomography (PET) imaging in human studies in investigation neuropsychiatric disorders. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 9, 2013 3:00pm EST and must reference number HHS-NIH-NIDA- NIMH-PS3020806.
