- Sole Source Justification Synopsis: SNR64081 Document Type: Presolicitation Notice Solicitation No. ________________ Posted Date: Opening Response Date: August 27, 2013 Closing Response Date: September 12, 2013 NAICS Code: 541690 Contracting Office Address Department of Health and Human Services, Center for Disease Control and Prevention, Procurement and Grants Office, 2920 Brandywine Road, MS K-14, Atlanta, GA 30341-5539 Description Title: Incorporation of Hepatitis C Virus Testing NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate and award a sole source Firm-Fixed Price purchase order to the Infectious Diseases Society of America (IDSA), for the purchase of the incorporation of Hepatitis C virus testing recommendations and interventions for implementation of testing recommendations into updated care and treatment guidelines to improve health outcomes for persons living with hepatitis C. The period of performance will be for 12 months. It is the Government's belief that only one responsible source exists and no other product or services will satisfy the agency's requirement for this specialized service. This requirement is for the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) to incorporate CDC Hepatitis C Virus (HCV) screening and teting recommendations into existing guidelines developed by IDSA; the only known organization with established processes for developing evidence-based national guidelines for HCV testing, care and treatment. CDC intends to solicit and negotiate this requirement under the authority of FAR 13.106-1(b)(i),Contracting officers may solicit from one source if the contracting officer determines that the circumstances fo the action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by September 12, 2013 at 3:00PM, Eastern Standard Time (EST). All responses must be in writing and must be sent via email to CLCouch@cdc.gov with the solicitation number referenced in the subject line. No phone calls will be accepted.
