Description
The USDA Forest Service (USFS), Region-6 Acquisition, Northwest Contracting Area, intends to award one (1) firm fixed-price service follow-on contract for computer programming services as a sole source to Statistical Design, Inc. (SDI), Seattle, Washington, as the only responsible source pursuant to FAR subpart 6.302-1. The original contract No. AG-05G2-P-11-0043, "Smoke Modeling and Visualization Leadership" was competitively awarded to SDI in September 2011. The three tasks currently identified for the follow-on contract are directly related to visualization of BlueSky and related smoke model information and are the direct outgrowth of discussions and investigations undertaken at part of the previously awarded contract. As such, the current need is a follow-on to that work. Success in effectively (cost and time) meeting the Government's current requirements hinge on the considerable investment and knowledge developed by SDI as part of their investigation into the needs and acceptable project pathways developed through the earlier contract. Three specific tasks comprise the Government's follow-on contract's scope of work: 1) Rebuilding/reconstruction of the Ventilation Climate Information System 2) Presentation to USFS AirFire of a short-course (1 - 2 days) on utilizing R and Python for data analysis and visualization 3) Development of a text interpreter for the BlueSky smoke model output. SDI is the only responsible source to effectively provide the necessary computer programming services for this project due to their previously completed work, and the unique knowledge and expertise it possesses to successfully complete the current needs by building directly on that previously completed work. This contractor is uniquely qualified because of their knowledge of this project requirements. The performance period is from date of award in September 2013 through 09/30/2014. The NAICS code is 541511-Custom Computer Programming Services; the small business size standard $25.5MM. Any source that considers itself responsible specific to the requirements and considerations as described above, may submit a capability statement, proposal, or quotation, which shall be considered by the agency in the context of the project's specific requirements and contracted performance history leading to the Government's current need.
