Description
Request for Information Criminal Investigative Medical Requirements This is a Request For Information only. This is a Request for Information (RFI). The purpose of this RFI is to seek an understanding of the availability of the products and related services. Accordingly, vendors are requested to confirm whether they are capable of performing on the below requested services. I. IRS Criminal Investigation Medical Services Requirements for Law Enforcement Officers: (A) The Contractor should have an extensive experience with the specific OPM medical requirements for the special agent position. The medical personnel must a thorough understanding of the medical requirements and know how to evaluate medical conditions to determine if an applicant or incumbent special agent can perform the full range of law enforcement duties and meet the OPM medical requirements. (B) The Contractor must have a network of fully staffed and operational medical clinics conveniently located within 30 miles of each CI POD. The medical clinics must be staffed with full-time, part-time and/or contract examining physicians in all examining locations. The clinics must have the ability to perform a full exam, including audiometric exams and ophthalmology exams, all within the same day. (C ) The Contractor must also have a contract with a central medical laboratory for all blood work to be sent to from all clinics so that all blood work is evaluated in a consistent manner. (D) The Contractor should maintain a secured computer tracking system for all special agent medical clearance ratings. This computer tracking system must meet all cyber-security regulations. IRS-CI personnel with a "need to know" must have access to the data and have the ability to run various reports, as needed. (E). The Contractor must have an established network of medical specialists to reference for Independent Medical Evaluations (IME)s when further testing is necessary on specific conditions such as, mental health, orthopedic, cardiac, etc. 2. The Contractor shall procure clinics that provide quality care and are knowledgeable and capable of performing the full scope of the IRS-Criminal Investigative screening services accurately. The clinic personnel are expected to be proficient at performing the services requested and act in a professional manner. The clinics are expected to have a clean and sanitary environment. Special agents, student trainees and applicants must have the capability to make an appointment for their medical screenings. The contractor should avoid using clinics that provide walk-in services only in order to avoid long wait times. Clinics are expected to be located in safe areas. 3. The Contractor shall have sufficient full-time medical staff to supervise and audit the examining physicians and clinics to adequately establish a system for quality control. The supervisory staff shall include, at a minimum, physicians Board-certified in Internal Medicine and/or Occupational Medicine with the ability to exercise perceptive judgment on health standards. 4. Central Administration and Records: A. The Contractor's headquarters shall have appropriate and sufficient facilities, space, and personnel to maintain centralized administration of the program including automated tracking of applicant/incumbent examination processes and a central location for all hard copy applicant/incumbent examinations records. B. The Contractor shall have operating procedures that allow for effective communication between the examining physician, the Contractor's staff and the CI Program Managers in a sensitive and confidential manner. Appropriate agency personnel shall have access to Contractor's tracking databases as delineated by the Program Manager. The Contractor shall have a hierarchical database with password protection for scheduling requests and clearance notification for applicant/incumbent employees entered by agency personnel. The Contractor agrees not to breach the confidential nature of the medical records generated under this contract. The Contractor must meet IRS cyber-security standards in protecting medical records and special agents personally identifiable information. C. The Contractor shall maintain all original medical examination/screening forms in a secure location meeting all federal requirements for medical records. 6. Medical Review Officer and Key Personnel A. The Contractor shall ensure that a Board Certified Internist or a Physician Board Certified in Emergency Medicine or Occupational Medicine with knowledge of IRS-CI federal law enforcement medical requirements reviews each case. The Contractor shall ensure qualification standards consistency and program compliance through internal standard operating procedures. B. All other personnel must have knowledge and experience in occupational medicine and the processes for a medical clearance program. C. The Internal Revenue Service (IRS) is contemplating acquiring a Criminal Investigative related services through the Government Point of Entry. 7. To resolve concerns regarding the intended acquisition method, the IRS is seeking information regarding delivery of the below identified related services. This is a Request for Information (RFI). The purpose of this RFI is to seek an understanding of the availability of the products and related services. Accordingly, vendors are requested to confirm whether they are capable of performing on the below requested services. This is a Request For Information only. Note, the following data is supplied for informational purposes only. In addition, to the above services, please provide how you plan to meet the need of this requirement in your capability statement. Services needed: 8. OTHER REQUIREMENTS Examinations/Screening Process A. The Contractor will schedule examinations/screening appointments via a password protected secure webpage through which designated personnel will be able to track examinations, screening progression and medical clearance status. B. The Contractor will send out incumbent examination packets, incumbent medical exam results, pre-placement medical information and other relevant IRS-Criminal Investigative information utilizing the established UPS account for the Contractor through the IRS. The Contractor will be provided with an account number and will include relevant information in the reference field as an identifier. The Contractor shall comply with IRS policy IRM 10.5 regarding Privacy, Information Protection & Data Security (PIPDS) located at http://www.irs.gov/irm/. All mail to agents or prospective agents containing PII (i.e., social security numbers, etc.) must be double packaged. Double packaged is defined as information sealed within an envelope and then contained within the UPS carrier package. C. Examining physicians shall perform all phases of the examination in one day, unless otherwise medically required. The Contractor shall provide clearance information/reports via a password protected secure webpage for the scheduling entity and Program Manager within fifteen (15) working days from completion of the examination/screening. 9. The contractor must have the capability to: A. Monitor Level of Securities B. Provide annual medical clearances of Law Enforcement Personnel through an evaluation of all medical conditions as compared to the OPM law enforcement medical standards. C. Maintain a secure database of all medical data including special agent Personally Identifiable Information. All cyber security regulations MUST be in place. 10. The contractor will need to have a nationwide network of clinics, each within a 30 mile radius of every Post Of Duty for special agents. At the time of contract award, these clinics would need to be already established and in place. A. On site area for emergency examinations and/or orders. B. Provide a presentation covering specific aspects of this requirement, as they arise. C. Governments random testing of employees.
