- The National Institutes of Health (NIH) Clinical Center (CC) Office of Purchasing and Contracts, intends to negotiate on a sole source with The Advisory Board Company, 2445 M Street NW, Washington, D.C., 20037-1435. The Advisory Board will supply all labor, materials, equipment, and supplies to perform the functions and tasks required in this contract, unless otherwise specified updates, and technical support, as needed. Due to the fast paced often complex level of patient care required within the Clinical Center and the Institutes supported by Nursing Department, the need for a consulting firm through collaboration with the executives and their team to find and implement the best solutions to our toughest challenges. There is an emerging need to gain a better utilize Nursing resources in addition to extend budgetary and strategic planning capabilities. The purpose of this procurement is to renew The Nursing Executive Center membership. The Advisory Board Company maintains the membership and has continually provided quality consulting services and assistance to the Nursing Department Senior Level Management. The objective of this agreement is to provide the Clinical Center Nursing Department with strategic consultation concerning program development and evaluation as well as assistance completing ongoing organizational changes. Additionally, The Advisory Board Company owns proprietary rights and only The Advisory Board Company personnel are authorized to provide implementation, validation and upgrade services, as well as consulting and training. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, by the stated due date and time. Award will be made using FAR 13.5, Simplified acquisition procedures, current through Federal Acquisition Circular (FAC) 2005-69 (01 August 2013). The determination to compete or not complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please indicate HHSN-13-014742 on your response. Period of Performance is a base year and up to two (2) option year(s).
