- Justification for Other than Full and Open Competition: Brand Name Bill of Materials Statement of Work This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-5-13026. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 dated August 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334210 and the small business size is 1000. This requirement provides Check Point accessories for two Check Point 21400 Next Generation Firewall Appliances with 7 blades suite for a new data center located at Fishers Lane in Rockville, Maryland. This requirement includes equipment, installation, support and software subscription for the Check Point accessories. Please provide a quote per the attached Statement of Work (SOW) and Bill of Materials (BOM). FOB Point shall be Destination, Bethesda, Maryland. Inside delivery for equipment shall be no later than September 30, 2013. Delivery location is NIAID - Fernwood, 10401 Fernwood Rd., Suite 2A10R, Bethesda, MD 20817. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. Award will be based on: the capability of each offeror's quote to meet the SOW and BOM requirements; price, past performance, delivery, warranty and the best value to the Government. Non-price factors will be approximately equal in importance to cost or price; FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.204-10, 52.219-4, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-13, 52.232-33, 52.222-53. FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. FAR 52.204-9 Personal Identity Verification of Contractor Personnel. HHSAR 352.222-70 Contractor Cooperation in Equal Employment Opportunity Investigations. Warranty information to include period and coverage, shall be stated. In order to be considered for an award, offeror must have completed the Online Representations and Certifications located at http://www.sam.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
