SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is a Sources Sought Notice / Draft Request for Proposals is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests information concerning its requirement for a Contractor to furnish, completely assembled and wired for use, one submersible turbine pump and submersible motor combination (wired for use at a submerged depth of at least 50 feet). The Contractor is also supply a gas-powered electric generator, assembled and ready for use, capable of powering the submersible electric motor. Additionally, the Contractor is to supply 9 5-foot sections of aluminum discharge pipe, a portable davit crane with pedestal base, electric lifting winch and wire rope, a steel turbine flow meter, a digital flow monitor readout, a Rossum sand tester apparatus, and an electric water level indicator, all assembled, wired, and ready for use. The government will consider these responses before issuing a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, and after approval of the associated acquisition strategy, a solicitation announcement will be published in the Federal Business Opportunity. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to gauge industry capability. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Project Description: This is a market survey for providing Tanks as described in the below specifications: Section 1 - EQUIPMENT Part 1 - General 1.1Summary: The Contractor shall furnish, completely assembled and wired for use, one submersible turbine pump and submersible motor combination (wired for use at a submerged depth of at least 50 feet). The Contractor shall also supply a gas-powered electric generator, assembled and ready for use, capable of powering the submersible electric motor. Additionally, the Contractor shall supply 9 5-foot sections of aluminum discharge pipe, a portable davit crane with pedestal base, electric lifting winch and wire rope, a steel turbine flow meter, a digital flow monitor readout, a Rossum sand tester apparatus, and an electric water level indicator, all assembled, wired, and ready for use. 1.2Experience: Manufacturers of all equipment and components described below shall have a minimum of 5 years experience producing substantially similar equipment. 1.3Quality Assurance: Manufacturers of all components described above shall be registered ISO 9001:2000 compliant with an independent certification agency approved by the International Organization for Standardization. Part 2 - Products 2.1Submersible Deep Well Pump 2.1.1General: The Contractor shall supply a submersible deep well pump as specified below. 2.1.2Pump Flow Rate: 500 gallons per minute or greater at 45 feet of total dynamic head. 2.1.3Pump Outer Diameter: 7.375 inches or less, including power cable for motor 2.1.4Pump Length: 30 inches or less 2.1.5Pump Bowls: Intermediate bowls and discharge bowls shall be of cast iron enameled, free of foundry imperfections and other detrimental defects. Bowls may be either flanged or threaded type. 2.1.6Impellers: The impeller(s) shall be of bronze of the enclosed type and statically balanced. They shall be securely fastened to the impeller shaft with tapered split collets. 2.1.7Impeller Shaft: Impeller shaft shall be of 416 stainless steel. Shaft shall be of ample size for the horsepower required and shall be supported by bronze bearings on each side of each impeller. 2.1.8Suction Case: Suction case shall be of cast iron and be provided with a bearing to stabilize shaft, ensure accurate alignment between pump shaft and motor shaft and to avoid radial thrust on motor bearing. Suction case shall also incorporate suction screen having minimum open area of 4 times the eye area of the impeller. Flange for connection of the motor must provide accurate rabbet fit to insure positive alignment of pump and motor. 2.1.9Discharge Coupling: The Contractor shall provide a discharge coupling with one end sized to connect to the pump discharge (either threaded or flanged connection as the case may be) and the other end having a 4 inch female cam-and-groove coupling to connect to the discharge pipe sections specified in Section 2.4. 2.1.10Safety Line: The pump shall have a safety line connection point located at the top of the pump near the discharge coupling. This connection shall be load rated as required for the total service weight of the pump, motor, and discharge pipe assembly and shall be able to accommodate the same latch-type hooks as specified in Section 2.10.2. The Contractor shall provide a 50 foot 7 x 19 type 304 stainless steel cable to serve as a safety line. The cable shall have latch type hooks as specified in Section 2.10.2 on both ends. 2.2Submersible Electric Motor 2.2.1General: The Contractor shall supply a submersible electric motor as specified below. The motor shall suitable for use with the pump specified above and shall be connected according to all applicable manufacturer's specifications and standards. 2.2.2Phase: Single with control box. 2.2.3Horsepower: 10 2.2.4Head Loss: Head loss of water passing around motor toward submersible pump must not exceed 0.7 feet in an 8 inch well casing. 2.2.5Length: No greater than 31 inches. 2.2.6Motor Outer Diameter: No greater than 5.44 inches. 2.2.7Operating Range: 3450 rpm 2.2.8Rating: 230 volts, 60 hertz 2.2.9Power Cable: The Contractor shall provide a heavy duty power cable to connect the motor to the electric generator in accordance with the manufacturer's recommendations. The cable shall be 100 feet in total length and shall be protected by sealed metal conduit from the point of connection with the submersible motor to the top end of the submersible pump. The cable insulation should be heavy duty, weather resistant, and suitable for rough handling. The submersible electric motor shall be wired and ready for use upon delivery. 2.3Discharge Pipe and Fittings 2.3.1General: The Contractor shall provide 9 5-foot sections of heavy duty 6061-T6 aluminum discharge pipe with cam-and-groove couplings as specified below. 2.3.2Pipe Materials: Discharge pipes shall be constructed of heavy duty schedule 40 aluminum having NPT threads on each end. 2.3.3Fittings: Each section of discharge pipe shall be fitted by the Contractor with cam-and-groove couplings (one male, one female) made from heavy duty aluminum and shall have Buna N gaskets and stainless steel pins. Pull rings and locking pins shall be plated carbon steel. Cam-and-groove couplings shall be rated for a max working pressure of 100 psi and shall have a threaded connection with the discharge pipes. 2.3.4Dimensions: The discharge pipes shall be 4 inch inside diameter (I.D.). The pipe shall be supplied in 5 foot sections, as measured from the outermost end of the female connector to the base of the inserted portion of the male connector, so that the net length of each pipe section when connected is 5 feet (See Figure 1). 2.3.5Lifting Caps: The Contractor shall provide 2 4-inch aluminum dust caps, each having a lifting eye attached to the top. The dust caps should have a male cam-and-groove coupling end on one side and a lifting eye rated for at least 1000 lbs on the other side. The lifting eye should be large enough to accommodate the latch-type hook specified in Section 2.10.2. 2.3.6Elbow Fitting: The Contractor shall provide a 4 inch I.D. 90 degree aluminum or galvanized steel elbow fitting with cam-and-groove couplings on each end (1 male, 1 female). 2.4Discharge Hose 2.4.1Diameter: 4 inches 2.4.2Length: 10 feet per section, total of 3 sections. 2.4.3Tube Material: SBR/Natural Rubber 2.4.4Reinforcement: Polyester jacket. 2.4.5Fittings: Cam-and-groove quick connect couplings 2.4.6Wrenches: The Contractor shall provide 2 appropriately sized spanner wrenches that will allow for the removal of the cam-and-groove couplings. 2.4.7Butterfly Valve: The Contractor shall provide a 4 inch I.D. PVC butterfly valve with a stainless steel stem. The butterfly valve shall be provided with a male Cam-and-groove coupler attached to both sides of the valve according to the manufacturer's specifications. The butterfly valve and cam-and-groove fittings shall be rated for a maximum working pressure of 100 psi. 2.5Electric Generator 2.5.1General: The Contractor shall supply a fully assembled gas powered portable electric generator as specified below. 2.5.2Voltage: 120/240 single phase 2.5.3Operating Watts: 15,000 watts 2.5.4Surge Watts: 18,000 watts 2.5.5Dimensions: No greater than 49 inches long, 31 inches wide, or 40 inches high. 2.5.6Fuel: Unleaded gasoline 2.5.7Fuel Capacity: No less than 15 gallons. 2.5.8Starting System: 12-volt button start 2.5.9Outlets: The Contractor shall ensure that the electric generator is equipped with the correct type and number of outlets to allow the submersible electric motor and lifting winch to be simultaneously plugged in according to the manufacturer's recommendations. 2.5.10Must Include: Hour meter, pneumatic wheels, fuel gage, heavy duty lifting eye, and battery. 2.6Davit Crane 2.6.1General: The Contractor shall supply a galvanized steel davit crane along with all fittings and components specified below. 2.6.2Design Factor: Designed with an ultimate design factor greater than 3:1 for all components including the lifting winch and base. 2.6.3Lift Capacity: Davit crane shall have a variable lift capacity based on boom length, to vary between 2000 pounds lift capacity with the boom in the shortest length, and 1000 pounds with the boom fully extended. 2.6.4Hook Reach: Boom shall telescope up to 4 different lengths allowing a maximum hook reach of at least 81 inches measured from mast center to hook center. 2.6.5Hook Height: Hook height shall be adjustable by moving the boom up or down between 5 degrees above horizontal and 45 degrees from vertical, with a minimum of 48 inches between the lowest position and the highest position with the boom fully extended. 2.6.6Boom Angle: Boom angle shall be adjustable at all times, with a hand operated screw jack acting to raise or lower the boom between 5 degrees above horizontal and 45 degrees from vertical. 2.6.7Boom Sheave: wire rope shall pass over a sheave at the end of the boom. Sheave shall have a bronze bearing. 2.6.8Clearance: Minimum height of the boom shall be 36 inches between mounting surface and the underside of the boom in all base configurations. 2.6.9Rotation: Mast and boom shall rotate 360 degrees in the base on pin bearing and bearing sleeve, with a rotational handle attached to mast to facilitate rotation. 2.6.10Fastening Pins: crane components shall be fastened together using stainless steel clevis style pins, secured with lynch pins with lanyards fastening the lynch pins to primary structural components. 2.6.11Portability: Davit crane shall break down into portable components with no single component weighing more than 100 pounds. Carrying handles shall be welded to mast and boom. 2.6.12Winch Location: lifting winches shall be located such that the center point of the drive shaft is behind the centerline of the mast. 2.6.13Nametag: davit crane shall be labeled with a non-corrosive metal identification plate labeled or imprinted with the manufacturer's name, model number, serial number, capacity rating, and other essential information. 2.7Crane Base 2.7.1Interface: Crane base shall allow for removal of mast. 2.7.2Bearings: Crane base shall have a pin bearing to support the end of the mast and a Nyloil MDX bearing sleeve to support the mast at the top of the base. 2.8Crane and Base Finish 2.8.1Material: Crane boom, mast, and base shall be fabricated from steel meeting ASTM standards. 2.8.2Finish: Crane boom, mast, and base shall be hot-dipped galvanized. 2.9Lifting Winch 2.9.1Lifting Winch: Winch shall have machine cut worm gearing operating in an enclosed oil bath, cast aluminum gear case construction, bronze and radial ball bearings, pressure plate, and a positive load holding mechanical brake able to stop and hold the load automatically if winch operation is halted. 2.9.2Winch Motor: Motor shall be totally enclosed non-ventilated, or fan cooled, with anti-friction bearings and Class B insulation minimum. Motor shall be reversible with torque characteristics suitable for the hoist service and capable of operating at specified loads, with a NEMA 4 pendant control on a minimum 10 foot control cord. Motor at rated frequency shall be capable of operating within 10% of rated motor voltage. The Contractor shall provide whatever power cables, wiring, and/or electrical plugs are necessary to allow the winch to be powered by the electric generator specified above. The Contractor shall ensure that the winch is ready for operation upon delivery. 2.9.3Cable Anchor: Lifting winch shall include a quick disconnect feature allowing quick attachment and detachment of wire rope equipped with a swaged end fitting. 2.10Wire Rope 2.10.1Wire Rope: Wire rope construction shall be 7 x 19 type 304 stainless steel cable at least 100 feet in length and rated for a load of at least 2000 lbs. 2.10.2Hooks: Latch-type hooks shall be used and shall be swivel type to allow 360 degree rotation under all load conditions. Hooks shall be heat treated drop forged type 304/316 stainless steel. 2.10.3Winding: The Contractor shall attach wire rope to winch drum and wind rope according to manufacturer's recommendations. 2.11Flow Meter 2.11.1General: Flow meter shall be a turbine-type flow meter sized for connection with a 4 inch I.D. pipe. 2.11.2Materials: The flow meter body shall be made of 316 stainless steel. The rotor shall be made of CD4MCU stainless steel. The rotor support shall be made of 316 stainless steel. The rotor shaft shall be made of tungsten carbide. 2.11.3Turndown Ratio: The turndown ratio of the flow meter shall be 10:1. 2.11.4Flow Accuracy: The flow accuracy of the meter shall be 1%. 2.11.5Repeatability: The repeatability of the meter shall be 0.1%. 2.11.6Calibration: The flow meter shall be calibrated (NIST traceable) to measure the volumetric flow of water. 2.11.7Pressure Rating: The flow meter shall be rated for a maximum pressure of at least 5000 psi. 2.11.8Operating Temperature: The flow meter turbine shall be rated for an operating temperature from -150 F to +350 F (-101 C to +177 C). 2.11.9End Connections: Flow meter shall be set up with NPT end connections. 2.12Flow Monitor 2.12.1General: Flow monitor shall be an explosion-proof, metal-housed remote digital readout capable of interfacing directly with the flow meter. The flow monitor shall be capable of remote mounting and shall be equipped with 10 feet of cable to connect to the flow meter. The Contractor shall ensure that the flow monitor is properly wired and connected to the flow meter prior to delivery. 2.12.2Power Supply: Monitor shall be powered by standard alkaline batteries. 2.12.3Power Consumption: Less than 1 milliwatt. 2.12.4Alphanumeric Rate and Total Display: Minimum 8 digit, 0.5 in. high numeric display, minimum 8 character 0.25 inch high alphanumeric display to be easily readable in bright sunlight. 2.12.5Pulsed Output Signal: Flow meter shall output one pulse for each increment of the least significant totalizer digit. Max voltage shall be 30VDC. Pulse type shall be opto-isolated open collector transistor. Pulse width with flow meter in quote mark ON quote mark state shall be 20mS/max pulse rate 20 Hz. Current in quote mark ON quote mark state shall be 0.9V drop at 5.0mA or 0.7V drop at 0.1A. 2.12.6Magnetic Pick-Up Inputs: Frequency range shall be 0 to 3500 Hz. Trigger sensitivity shall be 30 mV p-p. Over-voltage protection shall be 30 VDC. 2.12.7Frequency Measurement Accuracy: Frequency measurement accuracy shall be 0.1%. 2.12.8Temperature Drift: Temperature drift shall be no more than 50 ppm per degree Celsius. 2.12.9Transient Overvoltages: Transient overvoltages shall be category 3 in accordance with IEC664. 2.12.10Pullution Degree: Pollution degree shall be 2 in accordance with IEC664. 2.12.11Mounting Classification: Mounting classification shall be NEMA/UL/CSA Type 4 (IP66). 2.12.12Environmental Factors: Allowable operating temperature for flow monitor shall be from -22 F to 158 F (-30 C to 70 C). Allowable operating humidity shall be from 0 to 90% non-condensing. 2.12.13Unit of Measure: Digital readout shall be programmable to display flow quantities in any of the following units: gallons, liters, cubic meters, cubic feet, acre-feet, pounds, and kilograms. 2.12.14Time Intervals: Digital readout shall be programmable to display time readings in any of the following units: days, hours, minutes, seconds. 2.13Rossum Sand Tester 2.13.1General: The tester shall consist of a centrifugal sand separator capable of measuring the volumetric sand content of pumped well water. 2.13.2Certification: Tester shall meet all requirements laid out in American Water Works Association Standard for Water Wells (AWWA A100) Appendix E, Section E.4.6 quote mark Measurement of Sand Content. quote mark 2.13.3Test Apparatus: The tester shall be connected to a 0.25 inch diameter steel pipe equipped with a hand operated gate valve to control the flow into the tester. Additionally, there should be a flow control valve attached to the tester itself capable of maintaining a steady flow of 0.5 gallons per minute (GPM) for the duration of each test. 2.13.4Sand Collector: The sand collector tube shall be a removable Pyrex tube with graduations set to measure sand volume in units of milliliters. 2.14Water Level Indicator 2.14.1General: The water level indicator shall consist of an electrical water detector probe attached to a hand-portable reel with a padded carrying case. 2.14.2Probe: The water detector probe shall be contained in a submersible stainless steel housing no more than 5/8 inch in diameter. 2.14.3Probe Cable: The probe cable shall be clearly marked in units of feet with gradations marked at 0.01 foot intervals. The cable shall have a quote mark dog-bone quote mark style cross-section and be at least 100 feet in length. 2.14.4Reel: The reel shall include both light and buzzer water indicators along with controls to adjust the sensitivity of the meter and the volume of the buzzer. The light and buzzer shall be configured so as to activate only when the probe is submerged. The reel shall be attached to a steel or aluminum carrying handle and stand with a well hanger attachment to allow the reel to be hung from the side of a well casing during use. The reel shall also include a tape guide to prevent twisting of the quote mark dog-bone quote mark style probe cable as the reel is operated. 2.14.5Power Requirements: The water level indicator shall be powered by standard alkaline batteries. The battery compartment on the reel shall be easily accessible with the cable fully reeled in and shall require no tools to change batteries. 2.15Utility Trailer - 4 ft. x 6 ft. 2.15.1General: The utility trailer shall have interior dimensions of 4 feet wide by 6 feet long, not including trailer tongue. 2.15.2Trailer Tongue: The trailer shall be fitted with a hinged tongue so that the trailer tongue can be folded back when at rest. The trailer tongue shall be equipped with a latching hitch sized to accommodate a standard 17/8 inch or 2 inch hitch ball. The trailer tongue shall also be equipped with 2 safety chains attached near the ball hitch. 2.15.3Frame: The trailer frame shall be constructed from 2 inch x 2 inch steel angles or equivalent. The trailer frame shall include a steel rail at least 8 inches tall around the front and both sides of the trailer. 2.15.4Floor: The trailer floor shall be constructed from expanded steel mesh welded to the trailer frame. 2.15.5Suspension: The trailer shall be equipped with a multi-leaf spring suspension. 2.15.6Axle: The trailer shall be equipped with a single axle having at least a 3500 lb gross vehicle weight rating (GVWR). The axle shall be positioned between 24 and 36 inches forward of the rear end of the trailer. 2.15.7Wheels: The trailer shall be equipped with standard 15 inch diameter wheels with properly fitted pneumatic tires inflated according to the manufacturer's specifications. The tires shall be protected by steel fenders (mud guards) with backs. The trailer shall be equipped with a full size spare wheel and tire mounted to an easily accessible location on the outside of the trailer frame. 2.15.8Wiring: The trailer shall be wired for highway use in accordance with NHTSA requirements. All wiring shall be protected by metal conduit along the full length of the trailer. The trailer wiring shall be fitted with a standard 4-pin wiring harness at the trailer tongue. 2.15.9License Plate: The trailer shall be equipped with a mounting bracket to attach a license plate so as to be clearly visible in accordance with NHTSA standards. 2.15.10Finish: The trailer frame and floor shall be powder coated black. 2.16Utility Trailer - 7 ft. x 16 ft. 2.16.1General: The utility trailer shall have interior dimensions of 7 feet wide by 16 ft long, not including trailer tongue. 2.16.2Trailer Tongue: The trailer tongue shall be equipped with a latching hitch sized to accommodate a standard 2 inch or 25/16 inch hitch ball. The trailer tongue shall also be equipped with 2 safety chains attached near the ball hitch. The trailer tongue shall be equipped with a hand operated tongue jack rated for at least 1500 lbs. 2.16.3Frame: The trailer frame shall be constructed from 3 inch x 3 inch or larger steel angles or equivalent. The trailer frame shall include a steel rail at least 12 inches tall around the front and both sides of the trailer. 2.16.4Floor: The trailer floor shall be constructed from pressure treated wood. 2.16.5Suspension: The trailer shall be equipped with multi-leaf spring suspension for both axles. 2.16.6Axles: The trailer shall be equipped with tandem axles each having at least a 3500 lb gross vehicle weight rating (GVWR). 2.16.7Wheels: The trailer shall be equipped with standard 15 inch diameter wheels with properly fitted pneumatic tires inflated according to the manufacturer's specifications. The tires shall be protected by steel fenders (mud guards) with backs. The trailer shall be equipped with a full size spare wheel and tire mounted to an easily accessible location on the outside of the trailer frame. 2.16.8Rear Gate: The trailer shall be equipped with a minimum 4 foot by 7 foot hinged rear gate. The gate shall be constructed of an expanded steel mesh welded to steel angles or equivalent. The gate shall be fitted with hinges that allow it to be removed by hand without tools. The gate shall be fitted on both sides with latches suitable for interstate highway travel and rough use. 2.16.9Side Gate: The trailer shall be equipped with a minimum 4 foot by 6.5 foot hinged gate located as near the tongue as possible on the passenger side. The gate shall be constructed of an expanded steel mesh welded to steel angles or equivalent. The gate shall be fitted with hinges that allow it to be removed by hand without tools. The gate shall be fitted on both sides with latches suitable for interstate highway travel and rough use. 2.16.10Tie Downs: The trailer shall be equipped with D-ring tie-downs welded to the outside edge of the trailer frame, one at each corner and one on the tongue side of each fender for a total of at least 6 tie-downs. 2.16.11Tool Box: The trailer shall be equipped with a locking aluminum tool box mounted to the trailer tongue. The tool box shall be at least 33 inches wide across the back and shall have a storage capacity of at least 4.5 cubic feet. 2.16.12Wiring: The trailer shall be wired for highway use in accordance with NHTSA requirements. All wiring shall be protected by metal conduit along the full length of the trailer. The trailer wiring shall be fitted with a standard 4-pin wiring harness at the trailer tongue. 2.16.13License Plate: The trailer shall be equipped with a mounting bracket to attach a license plate so as to be clearly visible in accordance with NHTSA standards. 2.16.14Finish: The trailer frame and gates shall be powder coated black. The NAICS Code is 333911 with a size standard of 500 employees. The Government requests capability statements which demonstrate the ability to supply these supply items in accordance with Government requirements. Specifically the Government requests answers to the following questions: 1.Do you have the capability to supply the specified supply items that conforms to the Government requirements? 2. What is the delivery timeframe for requested equipment? 3.What experience do you have providing similar requirements? 4.Are you a small or large business? (Please supply CAGE or DUNNS number) Comments will be shared with the government personnel, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned role on the project, and socio-economic status.
