- Program Manager Soldier Clothing and Individual Equipment System Level Flammability and Comfort Testing The Program Manager for Soldier Clothing and Individual Equipment have identified a need for test facilities that have the capability to perform system level flammability tests and system level comfort tests. The Program Manager for Soldier Clothing and Individual Equipment has the responsibility to maintain, develop, and improve Soldier clothing and individual equipment as the life cycle manager of these items. The Army currently has a need for a single test facility with the ability to successfully and repeatedly perform the following tests: ASTM F1930-13 Evaluation of Flame Resistant Clothing for Protection against Flash Fire Simulations Using an Instrumented Manikin, ASTM F1291-10 Evaluation of Thermal Insulation of Clothing Using a Heated Manikin, ASTM F1868-12 Evaluation of Total Heat Loss using a Guarded Sweating Hot Plate, ASTM F2370-10 Evaluation of Evaporative Resistance of Clothing Using a Sweating Manikin, ASTM F2371-10 Evaluation of Heat Removal Rate of Personal Cooling Systems Using a Sweating Heated Manikin, ASTM F2732-11a Evaluation of Temperature Ratings for Cold Weather Protective Clothing, and Kawabata Evaluation System for Assessment of the mechanical properties related to fabric hand. The government is conducting this market investigation to acquire information on the types and sizes of businesses that will be able to compete on future contracting actions, potential costs, as well as delivery capabilities. Interested firms are requested to submit relevant information on their company or test facility within ten (10) days following the publication of this RFI. Any relevant company background/experience, business category, costs, and any other information that the company believes demonstrates their value / ability to meet the aforementioned requirements should be included. Respondents must be registered in the Central Contractor Registration (CCR) database and provide a DUNS number. Firms may register for CCR at www.ccr.gov. All information and evaluation results will be controlled and used for governmental purposes only.
