Description
PRICING SCHEDULE This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.603, Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quote (RFQ) Number SB1341-13-RQ-0839. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-69 effective August 1, 2013. The request for quote is issued on a full and open unrestricted basis. NIST is seeking responses from All responsible sources, including large and small businesses in all socially economic categories identified in FAR Part 19. The NAICS Code associated with this requirement is 333314, "Optical Instrument and Lens Manufacturing". The purpose of this acquisition is to procure a monochromator instrument for optical spectrum analysis. In order to measure spectra in the near visible and infrared ranges at single photon power level in the context of planned experiment, NIST requires a monochromator that can cooperate with the upconversion single photon detectors that have been specially developed by NIST. As a result, the monochromator and associated accessories that NIST require have very specialized requirements. 1) The Monochromator shall meet the following minimum specification requirements: - Computer controlled one input port entrance and two output ports with adjustable slits from 0.01 to 7 mm. - Three gratings blazed at the wavelengths indicated below and capable of on- axis tuning for minimum coma and other aberrations. - Focal length: 300 mm (or near 1/3 meter). - Aperture: near f/4.0 (from f/4.1 to f/3.9). - Lineal dispersion*: 2.3-2.4 nm/mm. - Wavelength Accuracy: +/- 0.2 nm. - Stray light to input ratio must be less than 5x10-4 - All optics inside the monochromator including mirrors and gratings shall be gold coated to ensure the maximum throughput. - Purge port for UV and NIR, motorized exit swing mirror. - USB 2.0 computer interface and controlling software shall be included. *When with 1200 g/mm grating @ 435.8 nm. The three gratings in size of 68 x 68 mm shall be blazed as follows: - 1200 g/mm blazed at 750 nm - 600 g/mm blazed at 1.0 µm - 600 g/mm blazed at 1.5 µm 2) Two (2) fiber optic interfaces for input and output fibers with FC/PC connectors. Each of the interfaces shall include XY positioner and aperture-matching quartz lenses capable of fiber collimation adjustment, and shall be fully enclosed in a metal box to avoid light leakage. 3) Software development kit for Windows 7, (64 bit desirable). This shall enable the user to develop own software based on the COM object of the platform. 4) LabVIEW driver for data acquiring and processing. The due date for receipt of vendor's quote is 2:00 p.m. Eastern Standard Time, Thursday, September 5, 2013. Vendor quote shall be emailed to the attention of Desiree Blakey at desiree.blakey@nist.gov. Fax copies will not be accepted. Any questions related to the solicitation shall be sent by email NO LATER THAN 2:00PM, Tuesday, September 3, 2013 to the attention of Desiree Blakey @ desiree.blakey@nist.gov. INTERESTED VENDORS SHALL SUBMIT IS QUOTE UTILIZING THE ATTACHED PRICING SCHEDULE. PRICING SHALL BE FOB DESTINATION. *****Interested vendors if not the Original Equipment Manufacturer (OEM) shall be authorized resellers of the original equipment manufacturers and, as part of the proposal shall submit documentation as verification of an authorized reseller of the original equipment manufacturer***** Any proprietary information shall be so marked. Please limit responses to five (5) pages or less. Vendor quote shall include the following information: 1. Name, physical location, point of contact and telephone number and business size of company that will provide the item. 2. Name, physical location point of contact and telephone number and business size of the company that will manufacture the item. 3. Specifications of proposed item that meets requirement, delivery lead time, product warranty Information and inclusion/exclusion of freight charges in price quote.. 4. Contractor's DUNS Number and CAGE Number 5. Vendor's certification and verification that it is an authorized reseller of the Original Equipment Manufacturer (OEM) and that it has the certification/ specialization level required by the OEM to support both the product sale and product pricing, in accordance with the applicable OEM certification/specialization requirements. In order to minimize the risk of the Government purchasing counterfeit products or unauthorized secondary market equipment, which would not be supported by the Original Equipment Manufacturer (OEM), and in order to ensure that the Government purchases only equipment that is genuine (i.e., not counterfeit), authorized (e.g., including appropriate licenses), and supported (e.g., warranty and support services) by the OEM, Vendor shall certify that it is an authorized reseller of the OEM as of the date of the submission of its quote and that it has the certification/specialization level required by the OEM to support both the product sale and product pricing, in accordance with the applicable OEM certification/specialization requirements. Unless otherwise specified, Vendor shall warrant that the quoted products are new and in their original box. The Vendor confirms to have sourced all Manufacturer products submitted in this offer from Manufacturer or through OEM authorized resellers only, in accordance with OEM's applicable policies in effect at the time of purchase. Vendor shall provide the Government with a copy of the End User license agreement, and shall warrant that all OEM software is licensed originally to the Government as the original licensee authorized to use the OEM Software. PROVISIONS AND CLAUSES Interested vendors shall include a completed copy of FAR Clause 52.212-3, "Offeror Representation and Certifications - Commercial Items", with its proposal or indication that the vendor's Representations and Certifications are completed on SAM.gov. Any prospective awardee shall be registered in SAM.gov database prior to award, during performance, and through final payment. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL proposals shall include a statement regarding the terms and conditions herein as follows: The vendor shall state, "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
