Description
Project Director, Tactical Network Initialization (PD TNI) of the Program Executive Office, Command, Control, and Communicate - Tactical (PEO C3T), will be hosting a Technology Demonstration Day (TDD). The purpose of this TDD is to provide companies interested in the Initialization Production and Support Services solicitation number W15P7T-13-R-0040, a demonstration of the Government-owned Consolidated Initialization Tool (CIT). The overarching objectives of the IPSS requirement is to provide the Warfighter with Initialization Products that enable Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and to enable Warfighters to communicate effectively on the battlefield through a better, more efficient and less costly method of production. The Government intends to procure a better production process through consolidating two production processes that will result in: less rework, highly automated process; higher quality initialization products; shorter production time; and lower cost to the Government. On 8 March 2013, a Sources Sought Notice (SSN)/Request for Information (RFI), was issued on the Federal Business Opportunities (FedBizOpps) website requesting that interested parties respond to a variety of questions to include those related to the IPSS Performance Work Statement (PWS) so that the Government could determine if there were companies in the market place with the technical capabilities to perform the tasks identified in the PWS. As a result of the SSN/RFI, the Government plans to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract through full and open competition for initialization production and support services. The Government will demonstrate CIT capabilities and key functions so that attendees will better understand PD TNI's intentions for IPSS. Upon request, one (1) CIT will be provided to each vendor at the TDD, in order to develop a proper proposal. After the demonstration, vendors will be allotted a period of time to review the CIT on their own time and an opportunity propose questions to obtain a better understanding of the tool. This will be the ONLY OPPORTUNITY to receive a demonstration of the CIT and a copy of the tool prior to the planned award of the IPSS contract. No exceptions will be made to provide a copy of the CIT to a vendor if they fail to register to receive a copy of the CIT and pick up the tool the day of the demonstration. Date: Monday, 16 September 2013 Location: Gordon R. Sullivan Conference Room, 6007 Combat Drive, 4th Fl, Room F 4235, Aberdeen Proving Ground, Maryland 21005-1848. For specific information on where to park, please review the map attached to this posting for detailed directions. Time: 1:00 p.m. - 3:30 p.m. Registration: Registration by phone will NOT be accepted. All registrations shall be done by email, and MUST be completed prior 5:00 p.m. EST on Wednesday, 4 September 2013, to ensure the Government has enough copies of the CIT available for dissemination. Registration request shall include the following information: company name, cage code, attendee name(s), telephone number, and email address. All attendees must be U.S. Citizens or permanent resident Aliens. There is limited conference room space and attendance is limited to no more than two (2) representatives per company. If unescorted access is not permissible, attendees are to go to the security desk on the ground floor of Building 6007 from 12:30 p.m. - 1:00 p.m. and wait for an escort to take you to the conference room. A list of attendees will be posted to this special notice after the event. QUESTIONS/ANSWERS No questions will be entertained during the demonstration. All comments and questions as they relate to CIT functions (but not Initialization Production processes) are required to be submitted in writing to Ms. Bridgette Graham at the above email address on or before 12:00 p.m. EST, 23 September 2013. Please ensure all questions include company name, cage code, name, telephone number and email address in case there is a need to clarify the questions. The email subject line for all questions shall include the company name and quote mark IPSS TDD Questions W15P7T13R0040. quote mark The intent is to provide responses to submitted questions prior to the release of the IPSS Request for Proposal (RFP). RETURN OF THE CIT If a vendor submits a proposal, the CIT shall be returned within five (5) days after proposal submission. If a vendor does not intend to submit a proposal, the CIT shall be returned within five (5) days after the proposal due date.
