- Engineer Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis to University of Texas at Austin 3925 W Braker LN FL 4, Austin, TX 78759-5316 for a requirement to Deploy and Analyze Porewater Sampling Devices at the West Branch Grand Calumet River (WGGCR). University of Texas at Austin is the developer and sole source of the deployment and sampling apparatus used during the baseline timeframe to monitor the sediment porewater concentration of the freely dissolved fraction of contaminants of concern at the site. To ensure consistency and comparability of annual monitoring data with the baseline monitoring data, the same type of deployment equipment and passive samplers used in the baseline monitoring must be used in the subsequent monitoring. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), soliciting from a single source. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. CST on 20 Sep 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
