- This is a Request for Information for a requirement to provide one personnel necessary to support the implementation of Technology Security and Foreign Disclosure (TSFD) Reform. As part of its market research, Washington Headquarters Services (WHS) is issuing this Request for Information (RFI) to determine if sufficient qualified, interested concerns, particularly small businesses to include small businesses in all socio-economic categories, exist with the capability to provide administrative services. All concerns are encouraged to respond to this RFI regardless of business size. The Government may use responses to this RFI for information and planning purposes. The anticipated period of performance for this effort is to start October 2013. The contractor may be required to perform services predominantly in offices located in and around the National Capital Region. This RFI is only for the purpose of identifying potential sources as part of WHS market research. No RFQ currently exists; therefore, do not request a copy of the RFQ. Responses to this RFI are not quotes on which WHS can issue any orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). Do not submit pricing information in response to this RFI. The Government does not intend to award based only on responses to this RFI. All information received in response to this RFI marked Proprietary will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. WHS will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Contractors are requested to provide Capability Statements, not to exceed 5 total pages addressing the following required capabilities: 1. Contractor must demonstrate knowledge of both Missile Defense and Navy P-8 systems and configurations necessary for the development of a Technology Security and Foreign Disclosure Anticipatory Policy. Contractor must have understanding of overarching USG policy goals and guidance for the sharing of missile defense and P-8 capabilities with US partners and allies. 2. Contractor must demonstrate knowledge of the Department of Defense's TSFD processes to include organizational structure of TSFD users and process owners. Contractors must be able to identify TSFD reviews required for assigned High Level Decisions. 3. Contractor must demonstrate expertise in the development of Arms Transfer and Technology Release Senior Steering Group (ATTR SSG) anticipatory policies. Contractor must be able to determine required TSFD reviews based on missile defense and P-8 system configurations. 4. Contractor must demonstrate basic Microsoft SharePoint programming skills required to make modifications to the TSFDO SharePoint web site for the archiving of ATTR SSG documents, tracking the status and display of HLDs and processing of Electronic Warfare waivers. 5. Contractor must demonstrate strong written and oral communications skills for preparation of ATTR SSG read aheads, issue summaries, briefings,meeting minutes, and preparation of draft missile defense and P-8 aircraft anticipatory policies.
