- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Jeremiah Rogers) for receipt by close of business (4 p.m. local Denver time) on September 4, 2013: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $10 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) 3R work (roadway resurfacing, restoration, and rehabilitation), ERFO repair work, roadway survey and layout, cement and/or fly ash stabilized base courses, Superpave asphalt resurfacing, and concrete work (curb, gutter, parking stalls and sidewalks). State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Project Details CA FLAP 4S12(1) Rock Creek Road Project Location Rock Creek Road, also designated as Forest Highway 89, is located in Mono and Inyo Counties, on the eastern side of the Sierra Nevada Mountains approximately 25 miles northwest of Bishop, California. The segment of Rock Creek Road for this project begins at the intersection with Crowley Lake Drive, just south of Highway 395, and terminates approximately 9.2 miles to the south at the Rock Creek Pack Station. The roadway is owned by Inyo National Forest (INF) and maintained by Mono and Inyo Counties. The route is functionally classified as a minor collector servicing the INF. All facilities along the route are associated with the use of adjacent lands, and all of the traffic on Rock Creek Road is related to recreational use in the forest. The route serves as the only access to 11 campgrounds, two resorts, a pack station, a boat launch, and multiple trail heads. Scope of the Work The existing Rock Creek Road within the project corridor is a two-lane, paved roadway with widths varying from 22-24 feet and variable width unpaved shoulders, as well as multiple unpaved pull-offs and intersecting roadways. The proposed project involves widening the existing roadway to accommodate two 11-foot travel lanes, a 4-foot wide striped bike lane adjacent to the southbound (uphill) travel lane, and 1-foot paved shoulders (a total paved width of 28 feet). The project elements, which would follow the existing roadway, include the following: •· Resurfacing, rehabilitation and restoration work for 9.2 miles of the route within the project limits; •· Excavation, pulverizing, and paving; •· Construction of retaining walls; •· Rehabilitation or removal of existing pull-outs; •· Replacement of old or damaged drainage culverts and extension of large arch culverts with slab bridges to accommodate the wider roadway; •· Safety improvements; •· Survey; •· Traffic control; and •· Erosion control and revegetation. Principal Work Items Approximate quantities for major work items: •· 15,000 cubic yards of roadway excavation •· 200 square yards of rockery wall •· 3,200 square feet of Mechanically Stabilized Earth Wall •· 500 stations of pulverizing, 6-in depth •· 2,600 tons of roadway aggregate •· 27,000 tons of superpave pavement •· 162,000 square yards of prime coat •· 450 linear feet of steel H-piles 12 x 74 •· 60 cubic yards of structural concrete •· 150 linear feet of precast, prestressed concrete slabs •· 1,500 linear feet of underdrain system •· 10,000 linear feet of asphalt curb •· 6,700 linear feet of paved ditch •· 60,000 square yards of seeding •· 105,000 square yards of mulching Work along this route will take place within environmentally sensitive areas and will require interactions with the Forest Service, the Counties, and the travelling public. Full road closures will not be permitted. Delays due to construction will be limited to a maximum of 30 minutes. Anticipated Schedule Anticipated Advertise: October 2013 Anticipated Award: December 2013/January 2014 Anticipated Construction: 2014 and 2015 The anticipated cost range is between $5,000,000 and $10,000,000.
