Description
The U. S. Coast Guard (USCG), Office of Contract Operations (CG-912), Formal Contracts Division II (CG-9122) intends to award a contract for data fusion and analysis software on a sole source basis from Semantic Research, Inc.(SRI) 4922 North Harbor Drive, San Diego, CA 92106 under the authority of FAR 13.106-1(b)(i). The USCG is seeking three (3) full-seat Semantica Pro software licenses and training. In addition, 444 man hours of on-site subject matter expert, Level 1 engineering, solution manager support, product integration, and maintenance support services are needed for one year. This will allow the USCG to obtain a customized process for ingesting ICC data into the provided software solution based upon ICC-provided domain language (ontology). ICC data sources identified and included within this scope of work include: MISLE, CGMS, Clear, Accurint, Sea-Web, and Clarksons.net. Sample tailored workflow solutions to enhance ICC analytic business processes. Requirements include: Perpetual licenses of the delivered software, including annual maintenance. A training and assistance session with data engineers from the vendor regarding software set-up, business practice & workflow discovery, and technical support session. A vendor-led training course for up to six (6) ICC students to develop general understand of and proficiency with the provided software. Engineering support in the form of an Intelligence Subject Matter Expert to develop an ICC ontology and data template customized to ICC data and information sources. Engineering support in the form of an Intelligence Subject Matter Expert to identify and develop workflows specific to ICC data and analytical practices. FAR 13.106-1(b)(i) provides sole source authority when a contracting officer deems only one source reasonably available to provide the service.
