Description
Pre-Solicitation Notice Description The Network Contracting Office (NCO21) plans to issue a Request for Proposal (RFP) for the Compassion Cultivation Project in support of research activities for Post Traumatic Stress Disorder (PTSD) veterans. Over the coming year the Extended Care Service at VA Palo Alto will need assistance with both logistical issues regarding running their Compassion Cultivation classes as well as data entry and help in preliminary data analysis. They are planning to conduct research on Veterans with post traumatic stress disorder (PSTD) who take this class with the goal of understanding the efficacy of such training in alleviating their distress. The Extended Care Service will require the help of an individual with technical skills in data entry and analysis, as they plan to use a variety of psychometric instruments. The intent will be to sole source this award to an intended vendor who has been involved with and is already familiar with the team, their work and documentation style. The Extended Care Service will require such expertise, as they are still in an evolutionary phase of their program development. Having an assistant familiar with the content area of the training will be of immeasurable help in looking for patterns of responses to survey instruments and suggesting possible modifications to their program. The proposed contractor is already quite familiar with the Extended Care Service's program and is currently attending classes being given to veterans with PTSD. It is believed this firm's prior knowledge of their program and their familiarity with research techniques for mindfulness and meditative practices will add considerably to both her effectiveness and efficiency in assisting the service with this project. However, interested firms may make an inquiry, especially as the foregoing situation may change in the future due to constant and unforeseeable changes in technology and techniques. The solicitation number for this RFP is VA261-13-R-1826. The solicitation will be issued on or about September 6, 2013 with an anticipated proposal due date of September 13, 2013. The NAICS is 541511 and the size standard is $25.5 million. This will be a one time firm fixed priced contract. Contractors must be registered in System for Award Management (SAM) at www.sam.gov.
